Services. <br /> <br />A user in a division listed above may be excluded from the <br />category of industrial user and treated as a commercial user if <br />the City determines it will primarily introduce domestic wastes <br />or wastes from sanitary conveniences. <br /> <br />The BOD and suspended solid loads from industrial users shall <br />be based on the actual concentrations of those constituents, <br />except that for industrial users with sewage containing BOD and <br />suspended solid concentrations less than the concentrations as <br />defined for general municipal flow, the charges shall be based <br />on concentrations as defined for general municipal flow. <br /> <br />INSTITUTIONAL USER: Those establishments engaged in <br />activities of a noneconomic nature, frequently being the <br />performance of services classified as a governmental or <br />commercial user in this ordinance. <br /> <br />LOAD: Quantities of sewage characteristics such as BOD, TSS <br />and other constituents as expressed in mil11grams per liter <br />(mg/l) or pounds per twenty-four (24) hours (lbs/24 hours). <br /> <br />OPERATION AND MAINTENANCE COSTS (0 & M COSTS): All labor, <br />equipment, materials and power required to operate and maintain <br />the sewer utility sufficient for continuous, reliable service <br />to the City's users throughout the design or useful life, <br />whichever is longer, of the facilities. Maintenance includes <br />cleaning, lubricating, repairing and overhauling of wastewater <br />equipment. Operation includes daily and other periodic <br />control, inspection and adjustments to wastewater equipment, <br />and sampling and analysis of wastewater. <br /> <br />REPLACEMENT COSTS: Costs related to expenditures for <br />obtaining and installing equipment, accessories, or <br />appurtenances which are necessary to maintain the capacity and <br />performance during the service life of the City wastewater <br />treatment facilities for which such facilities were designed <br />and constructed. The term "operation and maintenance" includes <br />replacement. <br /> <br />SEWER SERVICE CHARGE: The aggregate of all the charges <br />including the user charges, debt service charges, and other <br />sewer-related charges that are billed periodically to users of <br />City wastewater treatment facilities. <br /> <br />SIGNIFICANT INDUSTRIAL USER: Any industrial user which <br />discharges sewage which constitutes greater than ten percent <br />
