<br />. <br /> <br />. <br /> <br />. <br /> <br />Users of the City of Elk River sewer utLlity shall be <br />considered to belong to one of five categories: <br /> <br />1. <br />2. <br />3. <br />4. <br />5. <br /> <br />Domestic User <br />Commercial User <br />Institutional User <br />Governmental User <br />Industrial User <br /> <br />The allocation of users to categories for the purposes of <br />Assessment of Sewer Use and Debt Service Charges shall be the <br />responsibility of the City Administrator. Allocation of Users <br />to categories shall be based in part upon the substantive <br />intent of the definitions of these categories contained herein. <br /> <br />1302.06 - BILLABLE FLOW RATE DETERMINATION <br /> <br />1. Each user shall pay Operation, Maintenance and Replacement <br />costs in proportion to the user's proportionate contribution of <br />wastewater flows and loadings to the treatment plant, with the <br />minimum rate for loadings of BOD and TSS being the rate <br />established for concentration of 200 mg/l BOD and 250 mg/l TSS <br />(i.e. Normal Domestic Strength Wastewater). <br /> <br />Those "Industrial Users" discharging segregated "Normal <br />Domestic Strength Wastewater" only, can be classified as <br />"Commercial Users" for the purpose of rate determination. <br /> <br />2. User Charges for Normal Domestic Strength Users <br /> <br />a. Calculating Billable Flows and Loadings <br /> <br />The charges assessed domestic users and those of other <br />classes connected to the City's water utility and <br />discharging "Normal Domestic Strength Wa~tewater" shall be <br />established proportionately according to billable <br />wastewater volume. Billable wastewater volume shall be <br />calculated as follows: <br /> <br />i. Measurement of Wastewater Volume for Domestic <br />Users: <br /> <br />(1) Measurement of Wastewater Volume for <br />Domestic Users Connected to the City's Water <br />Utility: <br /> <br />Except as provided for herein, billable <br />wastewater volume for residential users shall be <br />calculated on the basis of metered water usage. <br />The per quarter billable wastewater volume shall <br />be equal to quarterly metered water usage during <br />the first quarter of the calendar year. <br />
