PROJECT APPROACH <br />BKV <br />G R O U P <br />the proposed project direction to meet these goals. <br />The BKV Group team has designed more than 230 public safety facilities including <br />several shared police/fire facilities. We have completed projects across the nation, <br />ranging from rural station renovations to administration buildings for large urban <br />departments. We also have experience working through a phased construction <br />process while these essential facilities remain fully operational. Through this <br />experience, our team has developed a deep knowledge of national standards <br />and best practices, as well as an appreciation for the different skill sets and unique <br />attributes that make each fire and police department a unique joy to work with. <br />BUILDING A TEAM - MANAGING THE PROJECT - BKV GROUP TEAM APPROACH <br />The BKV Group team measures the success of our projects based on our client's <br />satisfaction at the completion of the project. These will be your buildings, not ours. <br />To achieve a successful result, we utilize an in-depth collaborative process with <br />our clients, allowing all stakeholders to play an active role from start to finish. We <br />start the process in the kickoff meeting by identifying your goals and expectations <br />for the project. We will meet with each department to review the space program <br />information that was developed in the study. We will confirm current and <br />projected staff, required operational space, and department interactions that <br />promote operational efficiency. This helps to ensure that the project accounts <br />for all required spaces and their organization. It also starts the initial full compass <br />collaboration with the city and staff. <br />Throughout the design process, we schedule a series of workshops in each phase <br />of development to engage the client and review every aspect of planning, design <br />and construction. We review project information with the city's project team and <br />each department to adjust as needed and address the comments we receive. <br />Requested changes are documented and issued to everyone associated with <br />the project so that all requests are promptly and properly incorporated into the <br />construction documents (CD). This iterative process continues through design <br />development (DID) and into CDs with each aspect of the project discussed at least <br />one workshop, including topics like power and data locations, built in casework <br />requirements, furniture design and collaboration spaces, acoustical separations, <br />light fixture selection, door hardware, etc. <br />At regular intervals, presentations will be made to the city council to update them <br />on the project process as well as to get their input. The community is also kept <br />involved and aware of the activities and direction of the project process. This can <br />be done through several methods including Town Hall meetings. <br />Working in the public sector demands a diligence to schedule and budget <br />compliance and a commitment to a high degree of transparency in decision - <br />making. Without these elements, it is impossible to safeguard the public trust. As <br />with all of our public sector projects, we recommend a five -pronged approach to <br />Project Management for the City of Elk River. <br />BUILD AN EFFECTIVE TEAM & PROJECT UNDERSTANDING <br />We put a great deal of emphasis on establishing a trusting, committed relationship <br />with each client. To build an effective team early in the project we use the kickoff <br />meeting to establish overarching project goals, expectations, and vision. These <br />goals and objectives always include "on -time" and "on -budget," but also include <br />things like "a building that is truly resilient," "existing building to remain operational <br />during construction," or "enthusiastic buy -in from the staff."
