PROJECT APPROACH <br />BKV <br />G R O U P <br />Understanding of Scope <br />We understand that the City of Elk River is looking for turn -key design process to <br />expand and remodel the existing public safety building for both fire and police <br />operations, along with planning, design and construction of the new fire station. <br />The BKV Group team will include all necessary services for this work including a <br />site confirmation process for the new fire station. That confirmation will include <br />reviewing with the city and fire department possible alternate sites, concept <br />planning to see how a station might be located on the sites, as well as reviewing <br />possible response time impacts based on intended locations. <br />As stated in the RFP there are three distinct projects within the overall project, they <br />are as follows: <br />1. New Fire Station 3 - construction of approximately a 17,500 SF, 3 bays, a satellite <br />station on the east side of Highway 169. <br />2. Existing Fire Station 2, Public Safety Facility, add on approximately 3,800 SF for <br />fire station personnel support spaces and expansion of the current training room <br />used for the fire academy and upgrade of current office space, including the <br />expansion and security of the front entrance. <br />3. Police Department expansion and remodeling in the Public Safety Facility, which <br />will include expansion of indoor parking garage for 26-plus squad cars, as well as <br />interior renovation, and expansion of a 4,000 SF second floor space to improve <br />security and workspace efficiency. In addition, modifications to the main floor <br />secured entrance and changes to existing work stations/roll call areas that were <br />included in the study. <br />The BKV Group team has extensive experience in doing similar work for MN fire <br />stations. While the team has designed many fire stations on new sites, we have also <br />completed a variety of projects that involved remodeling and expansions, while <br />maintaining current public safety operations in place during construction. Currently <br />the team is working on the Little Canada fire station remodeling as well as the <br />Rochester North Police station, both projects involve careful planning with the clients <br />to determine how the new construction needed to occur to minimize disruptions. <br />We have reviewed the 2017 study in depth and are prepared to take the next <br />steps to assist the city, police department and fire department in moving the <br />project forward. We start by reviewing and confirming the information in the study. <br />The team has local and national experience in planning and design of police <br />and fire stations and will bring that expertise to the table to discuss trends and <br />incorporate possible options into the project as appropriate. We will review with <br />you any updates or adjustments in developing a final building program for both <br />facilities. This will be carefully iterated at project workshops until all parties are <br />satisfied that the program captures the current and long-term space requirements <br />for the police and fire departments and can accommodate expected changes <br />indicated by industry trends. <br />The process of designing fire stations and police stations is one of the most <br />specialized in the architecture profession. To be successful, these buildings must <br />function under adverse conditions, provide a comfortable but professional working <br />environment, provide security for the staff, and direct response paths. Perhaps <br />most significantly, they must be designed to provide a high level of performance <br />to the community for 50 years or more.
