We will also develop a realistic schedule <br />that can ultimately be used during bidding. This <br />will allow all subcontractors to be aware of the <br />expectations prior to bidding and eliminate any <br />discussions related to schedule during construction. <br />We would not expect any time extensions, nor <br />additional costs for schedule related items. <br />Early Bid Packages <br />There are a number of bidding strategies we have <br />identified for this project that will assist in the overall <br />delivery. When it comes to pre -ordering, Terra has recent <br />experience in procuring various long -lead items early <br />such as steel, carpet and elevators direct during the <br />design phase to ensure the material delivered and ready <br />for installation as scheduled. We have also utilized early <br />bid packages as a strategy to procure various materials <br />and ensure adequate time during the submittal process. <br />Transparency <br />Terra's approach and philosophy on construction <br />management projects ensures transparency and <br />is defensible. For every bid package, of the bids <br />received from the pre -qualified bidders, the lowest <br />responsible and responsive bidder will be awarded <br />the contract for the scope of work defined. Terra's <br />entire bid process is completely transparent from <br />the bid advertisement to the opening of bids. Terra <br />will ensure that all bidders receive the notice to bid, <br />have an equal amount of time to bid and confirm <br />that all bidders have received addendums when they <br />are issued. Furthermore, Terra will publically open <br />and read aloud all bids by bid category. The City, BKV <br />and all subcontractors are welcome to attend this <br />bid opening. <br />Role In Preparing The Project Manual <br />Our role in preparing the project manual will <br />primarily be focused on the front-end (Divisions 0 <br />and 1). <br />• First, we will outline the requirements of <br />construction and prepare a detailed scope <br />of work and a schedule (by bid package) <br />confirming all work and responsibilities are <br />accounted for. <br />• Then, we will prepare bid forms for each bid <br />package and incorporate the form of contract. <br />• Finally, we will integrate the specific insurance <br />and bonding requirements by bid package. <br />Terra will work closely with the City of Elk River and <br />the design team throughout this process to ensure <br />consistent, thorough and detailed construction bids. <br />ON -SITE SUPERVISION <br />Our qualified, experienced and professional <br />superintendent, Mike Abel, will provide you with full- <br />time, on -site supervision that is at the forefront of <br />coordinating the trades and managing the schedule. <br />He will work closely with the City of Elk River to <br />effectively manage and sequence the work with <br />respect to any owner -related activities. <br />We will create a partnership with BKV and <br />implement a program to monitor the quality of the <br />construction and the conformance to the contract <br />documents. In addition to coordination activities, we <br />document progress, the schedule, current activities, <br />milestones and material delivery.
