of this project. These proposed bid packages will be reviewed by the team prior to finalizing the bid packages. We will also develop a realistic schedule that can ultimately be used during bidding. This will allow all subcontractors to be aware of the expectations prior to bidding and eliminate any discussions related to schedule during construction. We would not expect any time extensions, nor additional costs for schedule related items. Early Bid Packages There are a number of bidding strategies we have identified for this project that will assist in the overall delivery. When it comes to pre -ordering, Terra has recent experience in procuring various long -lead items early such as steel, carpet and elevators direct during the design phase to ensure the material delivered and ready for installation as scheduled. We have also utilized early bid packages as a strategy to procure various materials and ensure adequate time during the submittal process. Transparency Terra's approach and philosophy on construction management projects ensures transparency and is defensible. For every bid package, of the bids received from the pre -qualified bidders, the lowest responsible and responsive bidder will be awarded the contract for the scope of work defined. Terra's entire bid process is completely transparent from the bid advertisement to the opening of bids. Terra will ensure that all bidders receive the notice to bid, have an equal amount of time to bid and confirm that all bidders have received addendums when they are issued. Furthermore, Terra will publically open and read aloud all bids by bid category. The City, BKV and all subcontractors are welcome to attend this bid opening. Role In Preparing The Project Manual Our role in preparing the project manual will primarily be focused on the front-end (Divisions 0 and 1). • First, we will outline the requirements of construction and prepare a detailed scope of work and a schedule (by bid package) confirming all work and responsibilities are accounted for. • Then, we will prepare bid forms for each bid package and incorporate the form of contract. • Finally, we will integrate the specific insurance and bonding requirements by bid package. Terra will work closely with the City of Elk River and the design team throughout this process to ensure consistent, thorough and detailed construction bids. ON -SITE SUPERVISION Our qualified, experienced and professional superintendent, Mike Abel, will provide you with full- time, on -site supervision that is at the forefront of coordinating the trades and managing the schedule. He will work closely with the City of Elk River to effectively manage and sequence the work with respect to any owner -related activities. We will create a partnership with BKV and implement a program to monitor the quality of the construction and the conformance to the contract documents. In addition to coordination activities, we document progress, the schedule, current activities, milestones and material delivery. We are able to determine if the actual course of construction is on schedule and reflected in the Master CPM schedule. Terra provides photo documentation and written field reports documenting all work activity for every working day of the project.
