We know the local subcontractor <br />market and can provide added value by utilizing local <br />subcontractors and suppliers where applicable. <br />After securing bids from subcontractors, Terra will <br />reviews the bids with the City and also perform <br />a bid qualification process to ensure the bids <br />received represent the scope of work in the contract <br />documents. Only after this qualification process <br />has ended are subcontractors selected. Terra <br />will then issue subcontracts to all the selected <br />subcontractors reflecting our contract documents. <br />During construction, Terra manages and motivates <br />subcontractors through the relationships and <br />respect we have built with them. We continually <br />monitor each subcontractor's performance and <br />quality of work. This has proven invaluable as we <br />rarely experience non -performing subcontractors. <br />However, should this occur, Terra will work closely <br />to increase communication efforts to ensure <br />that the subcontractor understands the tasks at <br />hand and the schedule to complete these tasks. <br />Terra will then follow up on a daily basis with that <br />subcontractor to confirm they are performing their <br />work in accordance with the schedule. <br />PROJECT INFORMATION MANAGEMENT <br />We utilize Procore, an online, real-time, construction <br />management platform. It serves as a central hub for <br />all involved parties and can be accessed via desktop <br />computer, mobile phone or tablet. <br />The use of our cloud -based project management <br />software, Procore, in the field has proven to reduce <br />paperwork, enhance communication and save time. <br />It provides all involved parties real-time, on -the -go <br />access to vital project information. This has been <br />well received on all of our projects and is included in <br />our fee. <br />Procore offers the ability for us to collaborate more <br />effectively and efficiently. Project updates are <br />available instantaneously through the entire project <br />lifecycle. It allows safe sharing of crucial information <br />including plans/drawings, photos, meeting minutes, <br />schedule, submittals, RFIs, punch lists, project <br />directory and more. <br />Terra will utilize Procore, an online, cloud -based construction management <br />platform to serve as a central hub for all parties to view important documents and <br />will be accessible via desktop computer, mobile phone or tablet. <br />BIDDING STRATEGY <br />Terra's approach and philosophy on construction <br />management projects ensures transparency and <br />is defensible. For every bid package, of the bids <br />received from the pre -qualified bidders, the lowest <br />responsible and responsive bidder will be awarded <br />the contract for the scope of work defined. Terra's <br />entire bid process is completely transparent from <br />the bid advertisement to the opening of bids. Terra <br />will ensure that all bidders receive the notice to bid, <br />have an equal amount of time to bid and confirm <br />that all bidders have received addendums when they <br />are issued. Furthermore, Terra will publicly open and <br />read aloud all bids by bid category. The City, BKV and <br />all subcontractors are welcome to attend this bid <br />opening. <br />BID PHASE ADMINISTRATION <br />Prior to bidding, Terra will identify specific bid <br />scopes and packages that best fit the requirements <br />20 CITY OF ELK RIVER I Elk River Public Safety Building Expansion and Elk River Fire Station #3 <br />
