City of Council Bluffs, lowo <br />Bluffs Tomorrow 2030 <br />Comprehensive Plan <br />Council Bluffs, IA is located along the Missouri <br />River across from Omaha. The community <br />is defined by its unique riverfront, dramatic <br />terrain, and historic downtown. The City of <br />Council Bluffs hired Houseal Lavigne to <br />prepare an update to its Comprehensive <br />Plan. The process included extensive public <br />outreach, close coordination with City <br />staff and community stakeholders, and the <br />development of plan recommendations <br />that address the priorities of Council Bluffs <br />citizens. The Comprehensive Plan directly <br />addresses the State of Iowa's ten Smart <br />Planning principles, and describes how <br />neighborhood revitalization, flood mitigation, <br />emerging industry, economic development, <br />and major transportation improvements can <br />maximize benefits to local residents and <br />businesses.
