Sherburne County Multi -Hazard Mitigation Plan, 2020 <br />2. In the last 5 years, has your community taken any particular actions to reduce the <br />vulnerability of your community against future severe weather or disaster events? We have <br />continued to do public education on receiving timely information on threats and hazards in the <br />community. We offer the service to sign up for SmartWeather alerts and encourage people to <br />pay attention to changing weather conditions before leaving home. <br />In the past 5 years, has anything, especially related to zoning or development, changed <br />that you feel has increased your community's vulnerability to future severe weather or <br />disaster events? No appreciable changes to note at this time. <br />4. What concerns do you have / what mitigation actions do you think would help your <br />community to reduce or eliminate risk against future severe weather or disaster events? <br />Continued expansion of the community's outdoor warning siren program and encouragement <br />for use of weather radios and apps to receive alerts for hazards impacting the area. There are a <br />lot of apartment buildings, a prison, an elementary school, two long term care facilities and <br />senior housing complexes in this area that want as much notice as possible to weather alerts. <br />Having a way to receive warnings and alerts, developing plans, providing training and exercising <br />are critical to keeping people as safe as possible during severe weather events. <br />Part B: Local Mitigation Capabilities Assessment <br />1. What plans, authorities, or policies are in place to help accomplish mitigation in your <br />community? The City of St. Cloud participates in the National Flood Insurance Program (NFIP). <br />The City has a 3.5-20 year Comprehensive Plan that was implemented in 2015. <br />The City has a Capital Improvement Program for the years of 2019-2024. <br />The City has a Land Development Code that regulates how land can be developed within the <br />City. <br />2. What staff (organizational capacity) are in place to help accomplish mitigation in your <br />community? All City Departments have a role in mitigation efforts in some capacity, whether <br />that be setting policy, funding projects or actually doing the work. Emergency Management is <br />the lead department on mitigation related activities. Emergency Management is a Department <br />of Stearns County that the City contracts with for services. The following is a list of all <br />departments in the City of St. Cloud: Aging Services, Airport, Assessor, Building Safety, <br />Economic Development, Engineering, Finance, Fire, Health and Inspections, Human Resources, <br />Legal, MAC, Parks and Recreation, Planning and Zoning, Police, Public Utilities, Public Works, <br />RSVP and Whitney Senior Center. <br />What programs are in place to help accomplish mitigation in your community? The City <br />promotes the use of the SmartWeather alert system where residents can sign up to receive <br />alerts and warning of their choosing. <br />Page I K - 3.7 <br />
