Zack: It would have to be signed that it's parking on only one side. That goes back to Fire Department
standards for fire truck access. When you go to a private street and you go to a reduced width,
you can see a sign right here, it says "No Parking", "No Parking This Side of the Street" so it
would have to be signed as such. But it's parking on this side, and this is the parking graphic we
asked them to put in place due to those parking concerns because yes, it does get pretty small.
And they also have to address Minnesota State Fire Standards as far as parking and access
circulation as one of the conditions of approval.
Eric: It ends up being a private street, so snowplowing will be done by an association?
Zack: Correct, the city will not be plowing this.
Brad: On that, so I don't know if it's a concern for us so 1, is now I see the cars there — so with the cars
there and how it's drawn, then a firetruck could get in, turn around and come back out
supposedly, and to the question of snow removal, where would they put it? Maybe that's not
our concern?
Zack: It's private from the right-of-way in so that would be their responsibility for where they put the
snow. They may have to truck it out. They may have to push some into these areas here or in
between the driveways. Yes, it's all private street and that would have to be on them to address
that, but that's a good comment I'll discuss that with the applicant.
Brad: It just looks really narrow once you get in, even to navigate by car, it seems if people would start
parking— which they would — to Nate's comment about that development down by the Gateway
Church, thanks for the reminder on that, this kind of feels the same, maybe too much, not
enough kind of space.
Eric: Now when you kind of see the layout of the houses and how they're kind of packed in, it's a
little bit more of a concern.
Zack: The houses do have to meet a minimum of 10 feet apart which is the minimum per building
code for fire standards. The buildings would be at least 5 feet apart-10 feet apart, excuse me,
5' setback, 10 feet apart.
Rob: Lots 8 and 9 on the south side look like you could get in there with a micrometer to measure
that.
Eric: Right.
Zack: I do have one — since the public hearing is open, I did receive one comment from the public If
you would like me to read that now?
Eric: Absolutely.
Zack: Sure. It says while I realize that the growth of Elk River is inevitable, and for the good of all I do
have concerns about the Pines of Elk River development. I live on the frontage of 51" Street NW,
5t" Street connects with Twin Lakes Road via Line Avenue with northbound Highway 169. Since
the rerouting of Line Avenue, and the denial of access to Main Street from Baldwin Avenue
