around 12 years ago, 51" Street NW is the traffic -bearing road of the area. 5t" Street bears the <br />traffic from Nowthen and eastern Elk River to and from northern 169. In 20 years at this <br />location I have seen and heard 5t" Street turn into an acceleration lane for teenagers driving <br />modified pickups with extremely loud exhaust pipes, to 60+ boomers on motorcycles with <br />extremely loud exhaust pipes. <br />My concerns with this new development is increased traffic, the attendant danger from <br />speeders, and the nuisance of pointless noise up to 90 decibels. Has the planning commission <br />considers these issues in its deliberation, if so, has it any plans to mitigate these issues? My <br />hope is that the commission will not only address my concerns but act positively as well. I <br />believe he's speaking to 5t" Avenue being turned into more of a through street and obviously in <br />the new condition this would not be there because access to 169 will be eliminated. <br />Eric: Just out of curiosity, it's hard to see from this view, Zach, but this new development, they could <br />go down, take a right and go kind of by — and be able to get out to 5t" Street from Baldwin, <br />right? <br />Zack: You could have a round -about way that yes, you could go south, take a right and then take a <br />right back onto Baldwin and get to the north, yes. <br />Eric: I would assume anybody that wants to go to School Street or the frontage road of Dodge <br />Avenue, that's the preferable path, right? Likely the only path? <br />Zack: Yep. The other option would be to go down to 169, use the entrance ramp, get onto 169 and <br />exit onto School Street. <br />Eric: Or go out to Main Street, go up to Twin Lakes and around? <br />Zack: Yea, the two quickest would be to either utilize Baldwin and Dodge, or get onto the interchange <br />onto Highway 169. <br />Eric: Any concerns with increased traffic on Baldwin? <br />Zack: I would say Baldwin would see an increase in traffic regardless of any use that goes into this one <br />in general, but I mean — I think the goal at this point in time for this particular plan was to <br />address Line Avenue concerns because, as we know, that particular roadway receives more <br />traffic than Twin Lakes Road does in this area. <br />Rob: Are these scheduled to be done before the cut-off or circle on Line Avenue, or is Line Avenue <br />and these apartments going to be concurrent or what's the projection? <br />Zack: Construction timing moves around a bit. There will be some overlap but right now — again <br />things can change obviously— but it looks like the cul-de-sac would be put in before full build - <br />out of the subdivision but not before any homes go in so there's also been a traffic analysis that <br />was completed by the applicant to look at potential traffic impacts of this use on this site. Their <br />traffic analysis did not show any negative impacts and that showed preconstruction as well. I <br />think that traffic analysis was also attached into the staff report. <br />11 <br />
