Eric: Thanks Zach, I'll go ahead and open the public hearing. Anybody wishing to comment can have <br />an opportunity to call in or send Zach an email. While we're waiting for comments, I'll open it <br />up to the commission. Any comments, questions or concerns on any three of these items? <br />I feel a little bit more comfortable with it this time around knowing kind of what the end result <br />of Line Avenue is going to be. I still have a little concern being close to the industrial property to <br />the north. I know that they've got some really bright lights on each side of their building. But I <br />think that can be mitigated with some mature trees and a good landscaping plan so I feel <br />comfortable moving forward. <br />Nate: A couple questions, Chair. Zach, what changed in this plan from the previous one? <br />Zack: It's very similar. The plan is essentially the same. The change at this point in time from when <br />the council looked at it last time is that MNDOT has provided us the guidance for what is going <br />to happen to our local road network. Last time we looked at it there was an unknown as to <br />where Line Avenue would be cul-de-saced, if it even was. <br />Nate: Eric, perhaps you don't recall from last time but you did have concerns about screening of this <br />development so from Twin Lakes Road as well on the east end. I don't know if that's been <br />addressed, and Zach, counsel, Jen Wagner and Westgard, brought up concerns about sidewalk <br />for a walkable pathway down to Walmart and what not and how could we — would there be a <br />walkway there with the property owners to the south? <br />Eric: Those are good points, Nate. I know the walkway or pathway was a concern too during the plan <br />commission meeting. <br />Zack: There's been a condition to add a walkway from the end of the cul-de-sac over to the trail along <br />the west side of Twin Lakes Road. That doesn't show up on these updated plans but that is a <br />condition of approval. Right now the plans do not show a trail on Line Avenue as that would <br />again likely reduce traffic, but we could absolutely add a condition to put a trail on Line Avenue. <br />That would only address this particular portion of the property — of the street, it wouldn't go <br />down to the parcels to the south. <br />Eric: So the path that's recommended, to connect to Twin Lakes Road, is that behind — between the <br />industrial property to the north and this area? <br />Zack: My best estimate right now is that it would either occur south of parcel — as what's identified on <br />this particular image as Lot 16, so I've spoken -- <br />Eric: Gotcha. <br />Zack: We could put a trail right here just outside this wet pond area where they potentially move <br />some lots around and bring it this way. <br />There is also a significant topography in this area so how that trail gets down it might have to do <br />some angles here. That's also to the site lines too so this is a lot higher than Twin Lakes Road. <br />
