So that's kind of a larger overview here, we can see how it ties into Line Avenue and how it <br />relates to other uses in the area. <br />This is a light manufacturing facility on the north end. I was contacted by the property owner <br />regarding site lines and potential noises or odors as a result of his facility. <br />We would look at that as we're approving this PUD with the understanding that this light <br />manufacturing facility is in operation and plans to continue operation. <br />I've also spoken with the applicant for this project and we would meet onsite to discuss <br />landscaping and how we can best do some site -line mitigation to update the landscape plan if <br />the project were to be approved. <br />So on transportation, MNDOT continues to study Main and 169 interchange. Right now it looks <br />like they're essentially at their final design which does include that cul-de-sac on Line Avenue <br />There is likely no MNDOT impacts to the site, specifically for the highway project, but again our <br />local circulation will change. <br />So here's where it is in relationship to that site and where that cul-de-sac would be. <br />So the first one would be the zone change, it would be residential PUD, it's consistent with land <br />use and comprehensive plan, again the comprehensive plan calls for a mix of uses to include <br />higher density residential. <br />Staff has included a number of conditions to address concerns with the adjacent land uses and <br />to maintain higher design standards for the PUD. For example, changing the facade and color <br />for each townhome so they're not the same looking building every single one in a row. <br />Also the right-of-way dedication for a cul-de-sac which preserves local road options after <br />interchange plans are finalized. <br />In the preliminary plat, so with the conditions outlined in the memo, the standards for approval <br />of the plat are satisfied. Again that works as a larger development package with the PUD and <br />the zone change. So staff's recommendation is to approve the zone change, conditional use <br />permit and preliminary plat with the conditions outlined in the memo. We'll review this again in <br />case anybody new watching so why not postpone this particular meeting and this particular <br />hearing. State Statute does provide a mandatory timeline, that we must review each <br />application, that's either 60 or 120 days, and that has not been waived by the state during this <br />pandemic. <br />So a public hearing, we are reserving the zoom meeting to staff and planning commissioners <br />only due to growing security concerns with the zoom meeting, but we are looking to accept <br />public comments at this point in time right now by either emailing, the email on the screen, or <br />by calling 763-703-9083, and we are — someone will answer that phone call if there are any <br />comments for this particular item. So with that I will look to the commission for any questions. <br />
