The proposal is to develop a 6.33 acre parcel along Line Avenue with 29 residential town <br />houses. This development is similar to the Tall Pines Subdivision which was developed by Roger <br />Derrick south along 183rd Circle. Mr. Derrick has developed a number of quality projects in Elk <br />River which include Tall Pines I, West Oaks, and Elk Run Village. He is known as an experienced <br />and consciousness developer with projects in the metro -area. <br />This proposed development will employ 30-40 individuals for the various sections of the <br />local labor market. <br />On March 28, 2019, this project was proposed by Roger Derrick and was approved by the <br />Planning Commission with the following recommendations: <br />1) Zone change from Business Park to Residential Planned Unit Development; <br />2) Conditional Use Permit establishing a Residential PUD; and <br />3) Preliminary Plat of Tall Pines Second Addition. <br />Subsequently the application was withdrawn after the City Council meeting because Roger <br />Derrick wanted to address concerns involving traffic problems on Line Avenue and assurance that <br />MnDOT's plans would be stabilized in the immediate area. <br />Roger Derrick reapplied for the project with additional supporting documents by his traffic <br />engineer which verified the development would have nominal impact on Line Avenue. In addition, <br />there was a stabilization by MnDOT that MnDOT's plans would not have an impact on the <br />development.
