Section 111: Overall Scope of Services <br />Consultant services are anticipated to begin roughly in April of 2020 and end after final acceptance of the <br />improvements and expiration of the warranty period, whichever comes later. The selected Consultant shall <br />be the overall project lead and manager on behalf of the City. The City proposes a team approach in the <br />development of the design utilizing the services of the Consultant in conjunction with the Parks and <br />Recreation staff. This includes public presentations at one or more Parks and Recreation Commission <br />meetings to discuss the design review and updates to the 2017 Orono Park Master Plan and design <br />packages. The Consultant shall report to and take direction from city staff as directed by the City Council. <br />The Consultant's proposal should include a detailed scope and budget estimate for all services as outlined in <br />this RFP. <br />The City stresses Consultant's innovation, uniqueness and ingenuity in proposing their scope of services. <br />Recommended changes to the scope and project approach will be considered and concerns regarding <br />budget and time frames should also be identified. This includes sequencing the bidding and construction <br />timeline schedules of YAC and Orono Park. <br />Bids for the YAC project in spring/summer of 2020 must remain within the established budget and may be <br />rebid during Orono Park project bidding process with an anticipated construction of 2021. <br />The budget for the trail, skate park and park improvements shall be allocated to the Active Elk River Project <br />Fund and the budget for the parking lots shall be the Pavement Preservation Fund. <br />Management Services <br />The Consultant will serve as assistant to the Parks and Recreation Director throughout all elements of the <br />park design project. Services rendered shall include as a minimum: <br />1. Assistance in defining the maximum utilization of project resources in completing the scope of <br />services, considering budget and time frame constraints. <br />2. Coordination, preparation and delivery of monthly reports covering the project. Meeting with <br />the Parks and Recreation Director on a regular basis. <br />3. Assistance in preparing documents, CAD, graphics and mapping standards to support the <br />depiction of the design elements. <br />Design Scope of Services <br />The Consultant shall: <br />1. Include a topographic survey for Orono Park and the YAC building portion of this project. <br />2. Include Right -Of -Way title work for Orono Park. <br />3. Review and modify the master plan for the park including the layout and orientation of the <br />parking lots, pickleball, basketball, and new restroom/pavilion for Orono Park. <br />4. Review and design the storage/concessions building at YAC. Explore repurposing the current <br />building or demolish and construct a new building, depending on needs and costs. The <br />concessions food preparation area must follow the Minnesota Department of Health standards. <br />The City is recommending a seasonal operation with a basic design of an epoxy sealed floor, <br />stainless counters and a hand sink. <br />5. Define materials and construction systems for the project in entirety. <br />6. Design water, storm and sanitary connections to accomplish the proposed park improvements, <br />including the elimination of the Orono Park Kuss ballfield by making it into an open recreation <br />lawn. <br />7.
