million, exclusive of design fees and parking lots. The parking lots and related design costs will be paid for <br />from other designated funds. <br />The funding for the design and construction administration will be the Active Elk River Fund. The <br />construction and construction administration of the skate park is included in the estimated cost of the skate <br />park amount of $385,000. The design of the skate park is complete. <br />Skate Park Background <br />Spoon Banco Skateparks was hired by the City to perform design services for the skate park. Spoon Banco <br />Skateparks are listed on the Minnesota State Contract and City intends to utilize them as the contractor for <br />skatepark implementation. The Consultant will need to coordinate with the skate park installer to ensure <br />schedules, staging, and site construction activities are accomplished efficiently. The preparation of the skate <br />park area and striping of grass and topsoil shall be coordinated between the Consultant and Spoon Banco. <br />Splash Pad Background <br />The City is working with Aquatix through Sourcovell public cooperative to provide design concepts and <br />technical drawings for the Orono Park splash pad. It is expected the Consultant will coordinate with <br />Aquatix during the design phases and integrate their designed system into the bid document package. This <br />package includes complete written specifications, splash pad construction details, mechanical and electrical <br />system design, and all product and material installation detailing. The Consultant shall coordinate the <br />electrical and mechanical system improvements to connect to the designed splashpad system. <br />The Orono Park parking lots and park amenity construction shall be started in 2021 with completion by late <br />2021. <br />Youth Athletic Complex <br />The YAC, located at 9950 1651h Avenue, is a 95-acre softball, baseball and football complex. This project <br />scope includes new restrooms and a new or renovated storage/concession building. <br />As part of this project, the Consultant will lead the City through a design process to explore options to make <br />improvements to the existing two-story concessions/storage building. The range of improvements may vary <br />from a renovation of the existing structure to the demolition and reconstruction of a new facility. <br />Additionally, restrooms (unisex/family) also need to be installed as a separate structure in the park, including <br />the design and implementation of an independent septic and water system. <br />The estimated budget for the YAC features included in this project is $440,000, exclusive of design fees. <br />City Council approved a project timeline of construction and installation for the building structure and <br />restrooms at YAC by late summer 2020. The timing of the YAC project may be changed to match the <br />Orono Park project if is found to be cost effective. <br />Other ongoing or completed projects at YAC - The Active Elk River Project identified $2 million in YAC <br />improvements to include athletic field lights and a playground. The lighting of six ball fields and a new <br />playground are underway at a cost of $1,381,558. Lighting will be completed by May of 2020. Dugouts for <br />all 6 ball fields are either built or under construction under a different contract. The dugouts and playground <br />construction will be May 18 through mid July 2020. <br />Request for Proposals <br />Active Elk River Park Improvements <br />
