Project Overview <br />The intent of this request is to obtain the services of a design team, hereinafter referred to as the <br />"Consultant" to perform consultant services for the City of Elk River, Minnesota, hereinafter referred to as <br />the "City." Services of a multi -disciplinary team with park design and construction plan experience in both <br />active and passive public park components is required to assist staff preparing plans for the elements <br />outlined in this proposal. Anticipated disciplines should include landscape architecture, architecture, civil <br />engineering, mechanical, electrical, and structural engineering. The city is seeking proposals for a Consultant <br />to fully design and administer the construction of park improvements at Orono Park and the Youth Athletic <br />Complex (YAC). additional information related to the Orono Park improvements are shown in the attached <br />Orono Park Master Plan approved by the City Council on July 17, 2017. <br />Section 11: Project Description <br />The Consultant services to be performed are for landscape architecture, architecture, and engineering design <br />services for the following: <br />1. Design review and update of the 2017 Orono Park Master Plan, including a review of site utilities, <br />parking lot and pedestrian circulation, and layout of the proposed improvements identified in <br />description of improvements. <br />2. Development of a preliminary design package for both project areas at Orono Park and YAC. <br />3. Development of final design packages including plans, specifications and construction documents <br />for both the Orono Park and YAC improvements. <br />4. Coordination of bidding the projects including posting plans, supporting bidder questions, issuing <br />required addenda, tabulation and bid review, and a recommendation of a qualified bidder for each <br />project. <br />5. Construction administration and project inspection for both projects. <br />Active Elk River Park Improvements Description and Background <br />The Orono Park and YAC park improvements are part of a major investment in the quality -of -life for Elk <br />River residents made possible by a 2018 voter -approved $35 million Local Option Sales Tax Referendum. <br />Details of the plan and construction updates can be found at ActiveElkRiver.com. <br />Orono Park <br />Orono Park, located at 18599 Gary Street, is a family -friendly, 28-acre park located on the west shore of <br />Lake Orono and south of and adjacent to Highway 10. The park is also adjacent to the City Hall campus <br />and the Dave Anderson Athletic Complex (DAAC). Prominent park features include a sandy swimming <br />beach, park shelters and a destination playground that opened in 2013. The 2017 master plan includes the <br />addition of the following park features to make this signature park complete: <br />■ Reconfigured parking lots <br />■ Skate Park (designed by Spohn Ranch) <br />■ Park pavilion with integrated restrooms <br />■ Expanded beach area <br />■ Open recreation lawn <br />■ Splash pad <br />■ Pickleball courts <br />■ Basketball courts <br />■ Personal watercraft rental (attached to park pavilion) <br />The total estimated budget for the Orono Park features as identified in the Active Elk River Plan is $2.5 <br />Request for Proposals <br />Active Elk River Park Improvements <br />
