SAIDI – System Average Interruption Duration Index – A reliability indicator used by <br />electric utilities which tracks the average outage duration for each customer during <br />a specific period, typically a year. <br /> <br />98. SAIFI – System Average Interruption Frequency Index – A reliability indicator used by <br />electric utilities which tracks the average number of interruptions that a customer <br />would experience during a specific period, typically a year. <br /> <br />99. SCADA – Supervisory Control and Data Acquisition – A control system architecture <br />that uses computer networked data communications and graphical user interfaces <br />for high-level process supervisory management. ERMU utilizes SCADA systems to <br />monitor well production and water tower levels on the water distribution system as <br />well as feeders and substation devices on the electric system. <br /> <br />100. SEL – Schweitzer Engineering Laboratories – A private company that provides design, <br />manufacture, supply, and support of products and services for power systems. These <br />products assist in protection, monitoring, control, automation, communications and <br />metering. <br /> <br />101. SMMPA – Southern Minnesota Municipal Power Agency – A not-for-profit joint <br />action agency created in 1977 operating an energy mix of renewable, coal, and <br />natural gas-fired generation to provide electricity to 18 member utilities and <br />119,000 customers. <br /> <br />102. SPCC – Spill Prevention, Control and Countermeasure Plan – Regulations created by <br />the U.S. Environmental Protection Agency to help facilities prevent a discharge of oil <br />into navigable waters or adjoining shorelines. The regulations require certain <br />facilities to develop and implement plans, procedures, methods, and equipment <br />requirements. <br /> <br />103. SWOT – Strengths, Weaknesses, Opportunities, Threats – A strategic planning <br />technique used by groups or organizations to assess their strengths, weaknesses, <br />opportunities, and threats. This analysis is intended to assist in the preliminary <br />stages of the planning process to identify objectives as well as internal and external <br />factors that are favorable and unfavorable to achieving the objective. <br /> <br /> <br />T <br /> <br />104. TOU – Time Of Use Rates – Rate structures put in place to incentivize customers to <br />consume energy during times when the cost of generating electricity is cheap, and <br />to disincentivize energy consumption when the cost of generating electricity is high. <br /> <br /> <br />227
