Proposed Conditions: <br />The proposed parking lot reconfiguration will take advantage of some of the recent changes to the <br />site (loading dock/tennis court relocation and Elk River Ice Arena addition) to improve overall safety <br />and traffic circulation for the site while increasing the total available parking. <br />Improvements to the site that will enhance the overall safety of the students and drivers includes the <br />following; <br />• Eliminating the four existing access points along School Street. There will now be one, <br />controlled access point (traffic light) to the site that lines up with the Central Lutheran <br />Church's west drive entrance. There will also be a right turn only access point to the site for <br />west bound traffic on School Street. A traffic study for the proposed conditions has been <br />performed by Wenck Engineers (included) and concludes the proposed traffic volumes will <br />operate at an acceptable level of service. <br />• Additional queuing space is created with the proposed site layout by increasing the drive lane <br />length from the access to School Street to the main entrance of the high .school. An <br />additional drop off lane is also being proposed to increase the number of cars that can queue. <br />• Providing a one-way drive loop around the parking lot to mitigate driver confusion and <br />"funnel" traffic to the lighted intersection. <br />• Providing speed tables (similar to speed bumps) at the main pedestrian crossing locations to <br />slow traffic in these areas. <br />In addition to the safety benefits the proposed parking layout provides, the number of parking stalls <br />for the site will be increased. The existing parking lot has 696 parking stalls at the High School/Ice <br />Arena (east of the existing pond) and 111 stalls at the VandenBerge Middle School (west of the <br />existing pond). Under proposed conditions the High School/Ice Arena lot will have 773 parking <br />stalls and the VandenBerge Middle School will have 85 stalls for a net increase of approximately 51 <br />parking spaces. Note that the parking for VandenBerge Middle School is intended to be primarily <br />for staff and events. <br />To meet the City's requirements for landscaped islands in off-street parking area, the south and west <br />curb islands are proposed to be grass areas with an assortment of trees (refer to landscape plans). <br />Based on the City's ordinance, the total green area required for this parking lot is approximately <br />10,440 square feet. The landscaped islands being proposed total 13,000 square feet, meeting the <br />minimum requirement. Due to the number of trees elsewhere on site, no tree replacement or <br />landscaping is required; however, any trees being removed as part of this project will be replaced at <br />a 1:1 ratio. <br />Due to the distance the drive access is away from the main entrance to the high school, a monument <br />sign is being proposed near the proposed traffic light. Sheet C4.000 of the plan documents shows <br />the sign location and sheet A1.000 provides details/elevations. Additional traffic signage for the site <br />is being proposed including stop signs, ADA signage, pedestrian crossing, etc. Details for this <br />signage can be found on sheet C4.001. <br />This project will not impact the number of staff or students using the site and no screening or <br />outdoor storage is currently being proposed. <br />Page 2 <br />
