December 30, 2019 <br />Zach Carlton <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br />Re: 2020 Elk River High School Parking Lot Improvements <br />BKBM Project No. 17445.01 <br />Dear Mr. Carlton: <br />pe � <br />BKBM'.. <br />ENGINEERS <br />As required by the Conditional Use Permit (CUP), the following is a narrative describing the <br />proposed 2020 Elk River High School Parking Lot Improvements project and detailing the benefits <br />to the approval of this project by the Planning Commission and City Council. <br />Existin- Conditions: <br />The project is located at 900 School Street NW, just south of the Elk River Ice Arena, west of the <br />Elk River High School, and east of VandenBerge Middle School. The proposed project will include <br />the rehabilitation and reconfiguration of the existing parking lot, new site lighting, and the relocation <br />of the existing traffic light currently located at School Street and Lions Park Drive. <br />The existing high school parking lot is nearing the end of its useful life and needs repairs. Rather <br />than rehabilitating the parking lot to match the existing configuration, the School District is taking <br />advantage of this opportunity to address some of the fundamental safety and functionality concerns <br />with the current parking lot layout. <br />Currently, the existing parking lot has four access points to School Street, one near the main entrance <br />to the high school, one at the traffic light at Lions Park Drive, and two directly across the street from <br />the existing Church parking lot access. Due to the limited queuing available in the existing parking <br />lot and the increase in the number of parents dropping off their students, traffic during peak times <br />extends into School Street and east towards Jackson Avenue NW. This creates congestion and <br />safety concerns in School Street. <br />The current parking lot is laid out with an east/west access road that aligns with the old high school <br />loading dock. Due to the installation of a new loading dock installed in 2019 on the north side of the <br />high school, the existing loading dock is no longer in use, making the existing east/west road <br />unnecessary. In addition, the existing tennis courts north of the parking lot were replaced/relocated <br />in 2018 to be north of VandenBerge Middle School.
