13065 Orono Parkway
Elk River, MN 55330
763.635.1000
ElkRiverMN.gov

February 5, 2020

Thomas Baranick
ISD 728
19072 Triangle Road NW
Elk River, MN 55330

Dear Mr. Baranick:

City staff has reviewed the updated parking lot plans related to the Conditional Use Permit application to
reconfigure the parking lot at Elk River High School. Please review the following comments and provide
a response letter. Any unaddressed comments will be incorporated into conditions of approval.

1. Parking lot exit proposed on the west side shall be a right out only with necessary infrastructure to
limit left and through movements. Only one lane should be shown exiting at this location. The traffic
signal shall serve as the only left turning point from the site. Previous layouts and traffic modeling
identified the need for a single, signalized left turn lane being adequate to serve the movements.

2. With the parent drop off being moved to the north side of the building (access off of Jackson Street),
the eastern ‘entrance’ is probably not needed in the configuration shown. Post project, enforcement
may be needed to assure there is not standing/queuing of vehicles in the School Street traffic lane.

3. Based on previous discussions, the traffic loop detectors and other parts of the traffic signal
infrastructure were removed or altered with the Lions Park Drive reconstruction. These items will
need to be reinstalled or reconstructed to ensure proper traffic signal function. Would it be beneficial
to look at using camera detection or creating a timing sequence to improve signal cycle timing during
peak school hours?

4. Per previous discussions, it was the city’s understanding that the proposed multi-purpose building
storm sewer improvements provided adequate storm sewer sizing and conveyance for the proposed
parking lot improvement. Improvements shall be made in the parking lot to reduce the volume of
storm water leaving the site to eliminate the need to install a larger pipe under School Street.
