Westwood has compiled the findings from <br />these trip generation surveys and has applied the rates to the proposed Elk River site. <br />Most Copart sites operate during the business hours of 8:00 a.m. to 5:00 p.m. The following <br />lists the average trip generation potential of the site under full build conditions: <br />Weekday: <br />• Average of 593 trips per day (297 inbound; 296 outbound) <br />• (Note: Directional Distribution: 50% entering, 50% exiting) <br />Weekday. Peak Hour of Adjacent Street Traffic, One Hour between 7 and 9 A.M.: <br />• Average of 51 trips per hour (45 inbound; 6 outbound) from 7:00-8:00 a.m. <br />• (Note: Directional Distribution: 88% entering, 12% exiting) <br />Weekday. Peak Hour of Adjacent Street Traffic, One Hour between 4 and 6 P.M.: <br />• Average of 81 trips per hour (27 inbound; 53 outbound) from 5:00-6:00 p.m. <br />• (Note: Directional Distribution: 33% entering, 67% exiting) <br />2. COMPARATIVE LAND USES <br />The prospective Copart site is currently zoned as 1-3 — General Industrial land use. <br />According to the Elk River Municipal Code, the 1-3 District shall "serve as a general industrial <br />zone to provide area for industrial development not requiring municipal water and sewer. <br />This district is appropriate for manufacturing, warehousing and similar industrial uses <br />because of access to warehousing." <br />Allowable uses can range from business offices and light manufacturing to bottling & <br />distribution plants, warehouse spaces and research & development facilities. Accessory <br />uses, such as retail sales and parking lots (including new and used car sales) are also allowed <br />in this district. <br />3. COMPARATIVE TRIP GENERATION <br />The Institute of Transportation Engineers lists trip generation rates and equations for many <br />of these comparative land uses in its Trip Generation Manual, Tenth Edition. In most cases, <br />the trip generation for this size of development far exceeds that forecast for the Copart site. <br />For instance, an Industrial Park (ITE Land Use Code 130) encompassing 47 acres would <br />generate up to 6,900 trips per day, or 820 trips each of the a.m. and p.m. peak hours. <br />According to the Trip Generation Manual, an Industrial Park "... contains a number of <br />industrial or related facilities.
