BUILD SCENARIO <br />The Build Scenario adds the trip generation of the fully built -out Copart site to the 2023 No - <br />Build scenario. <br />1. TRIP GENERATION <br />The Institute of Transportation Engineers published the Trip Generation Manual, Tenth <br />Edition in 2017. Estimates of trip generation for various land use types can be made using <br />the rates and equations in the manual. Nevertheless, there are currently no trip generation <br />rates and equations for online vehicle auction lots and resale/ remarketing yards. (Note: <br />the closest ITE land use type is 841: Automobile Sales - Used, but that land use code refers <br />to standard retail used car lots that vary between 700 and 5,000 square feet. The Copart <br />USA site in Elk River encompasses 47 acres.) Therefore, the use of any published ITE trip <br />generation rates or equations to estimate daily trips is not suitable for the Copart USA land <br />use. <br />To determine trip generation potential of a Copart site, Westwood conducted a survey of a <br />number of Copart sites throughout the United States. These sites comprised a variety of <br />acreages and access locations. Most included one employee office building and one storage <br />yard access.
