TherearesevenpolicydocumentsintheElectricandWatersectionswhichareproposedtobe <br />movedandincorporatedintotheGovernancesection.Thisretainsthe Commission’sdirect <br />authorityoverthesedocumentsastheywillbecomepartoftheCommissionPolicyManual.The <br />six policy documents and their new policy numbers are: <br /> <br /> E.5MutualAidPolicy: Proposed to move policyto G.4r Mutual Aid. <br /> E.6PoleAttachment Policy: Proposed tointegratepolicyinto new policyG.4l4 Third <br />Party Attachment to Assets along withadditionallanguage regarding attachment to <br />water towers and street lights. <br />E.10StreetLightInstallationandMaintenance – MemorandumofUnderstanding: <br />Proposedto move to G.2a2 Street Light Installation and Maintenance – Memorandum <br />of Understanding as a sub-policy to G.2aCommission – City CouncilRelationshipand <br />Roles. <br /> W.5LoopingWater Mains: Proposed toincorporate policyinto W.1 Water Department <br />Rules. <br /> W.6PaymentofPrivate Water LineConnection and Repair Cost – Memorandumof <br />Understanding: Proposed to move policy toG.2a3Payment of PrivateWater Line <br />Connection and Repair Cost – Memorandum of Understanding as a sub-policy to G.2a <br />Commission – City CouncilRelationship and Roles. <br /> W.7Side Lot Easements: This policydirectly relates to W.5 Looping Water Mains; and <br />along with W.5, this policy should be incorporated into W.1 WaterDepartmentRules. <br />To be enforceable, this policy or the intent thereof should also be added into <br />ordinance. <br /> W.9 Water Use Restrictions: Proposed to move to policy G.4o1 Water Use Restrictions <br />as a sub-policy under the G.4o Environmental Stewardship policy. <br />And, there are nine policy documentsin the Electricand Water sections which are proposed to <br />be moved to the Management Policy Manual. This action would delegate the authority over <br />these policies to management, while the Commission would retain indirect authority over <br />through their oversight of the General Manager. These policy documents and their new policy <br />numbers are: <br /> <br /> E.2Distribution ReliabilityStandard: Section 6 of Commission Policy G.4e Core <br />Customer Servicesstates that theGeneral Manager shall establishstandards for <br />reliability. Policy E.2 established those standardswhich are required by G.4e for the <br />General Manager to establish through management policy. Policy E.2 should be <br />delegated to management to oversee and periodically revise with a requirement to <br />provide annual reporting to the Commission. <br /> E.3IntegrityTestingPolicy: This policyprovides procedural guidelines for an integrity <br />testing program for qualified large demand electric customerswith generation. This <br />document does not need to be a commission policy and should be delegated to <br />management to oversee and periodically revise as needed.
