DISCUSSION: <br />TheElectricandWatersectionscontain 29 policydocumentswithactionrequestsfor <br />consideration.Theseareattachedforreference.Aninitiativeoverviewandchecklistisattached <br />as well. <br /> <br />As indicated in the attached overview, there are 13 policy documents in the Electric and Water <br />sections which are proposed to be eliminated and/or removed from the policy. These policies <br />are: <br /> <br />E.6aPoleAttachmentAgreement: Thisisnotpolicy, ratheritistemplateformusedfor <br />a thirdpartyattachingtoERMUpowerpoles. <br /> E.7PoleDisposal Policy: This policy is redundant.Thepolicy’s intent is already included <br />inGovernancePolicyG.4l1UseandDisposalofUtilityProperty,includingspecific <br />referencetopowerpoles.Thatlanguagewillbestrengthenedtoincludementionof <br />indemnificationrequirementsregardingdonatedanddisposedmaterials. <br /> E.7a Pole Disposal Agreement: This is not policy; ratherit is a legal agreement <br />establishing termsofuse including indemnification clausefor disposed powerpoles. <br /> E.12 Distributed Energy Resources and Net MeteringPolicy: This was a multi- <br />stakeholder developed document created undertheauthority of the Minnesota Public <br />Utilities Commission which all utilities were required to adopt. This should be a <br />standalone commission controlled document, like the rate sheets, rather than a <br />governance policy included in the governance manual. This document is required to be <br />available to the public and is accessible through the ERMU website. <br /> E.12a RulesGoverningtheInterconnection of Cogeneration and Small Power <br />Production: This is part of the E.12 and shouldbe standalone. <br /> E12.b Cogeneration and Small Power ProductionTariff: This is part of the E.12 and <br />should be standalone. <br /> W.6a Payment and Assessment of the Coststo Repair Private Utility Lines: Thisis the <br />City’spolicyincluded in the ERMU governancepolicymanual for reference. This should <br />be removed from the ERMU policy book. <br />W.6b PaymentandAssessmentoftheCoststoRepairPrivateUtilityLines: Thisis a city <br />ordinanceincluded in the ERMU governance policy manual forreference.Thisshould <br />be removed from the ERMU policy book. <br /> W.6c Petition,Waiverand Agreement for Payment of theCost of Repairs to Private <br />Utility Lines: This is not policy.This isthe form used to apply for this program. <br /> W.8 Water Shut-Off Request: Thisis notpolicy. This is a form and should be removed <br />from the policy manual. <br /> W.8a Water Shut-Off: This is a city ordinance included in theERMU governance policy <br />manual for reference. This should be removed from theERMU policy book. <br /> W.9a WaterUseRestrictions: This is a city ordinance included in the ERMU governance <br />policy manual for reference.
