Project Approach | 8A Proposal for Lake Orono Restoration and Enhancement (LORE) for the City of Elk River <br />Permitting <br />Bidding and Contract Award <br />WSB and City staff will work to prepare the final bid <br />documents, gain authorization from City Council to <br />solicit bids, and advertise the project for bid. WSB <br />will be available during the bid process to answer <br />contractor questions and to hold a pre-bid meeting on <br />site to discuss the scope, access, and scheduling of the <br />proposed improvements. <br />LUKE LUNDE WILL: <br />• Attend the public bid opening <br />• Prepare the tabulation of bids <br />• Provide a recommendation to City Council for <br />award of a contract <br />We anticipate a June or July 2020 bid date, post permit approval from the regulatory agencies. <br />the process. Our intent is to provide permit submittals by <br />February 2020. <br />We propose over the shoulder reviews as part of the <br />TAP and agency review processes. We will work closely <br />with City staff and keep the public informed about the <br />decisions being made and the final outcome being <br />proposed for the project. WSB anticipates periodic <br />project reviews with City Staff. <br />Luke Lunde will actively manage this project <br />and provide budget and schedule updates to <br />ensure that the project is achieving the goals <br />as part of the permitting process. <br />The permitting process is the critical path in the <br />timeline for construction. The mandatory EAW and <br />the Phase 1A cultural resources assessment have been <br />completed, which are two big steps. This project will <br />require permits from the DNR for work within public <br />waters, as well as the dewatering of public waters <br />for construction. This project is anticipated to have <br />multiple stakeholder input from the USACE, BWSR, and <br />Minnesota Pollution Control Agency. <br />WSB’s approach to the permitting process is to begin <br />with early coordination and notification to the agencies <br />so they are aware of the project and are included in the <br />pre-application meetings as necessary.
