Project Approach | 7A Proposal for Lake Orono Restoration and Enhancement (LORE) for the City of Elk River <br />429 Assessment and Appraisal <br />WSB has extensive experience initiating and administering the MN Statute Chapter 429 process on municipality projects <br />throughout Minnesota and will assist the City of Elk River during the 429 assessment and appraisal process. The following <br />process is to complete the requirements of the MN Statute 429 assessment and appraisal for the project. <br />WSB WILL: <br />• Assist with the completion of a detailed project analysis <br />during the design process to determine the actual cost. <br />• Assist with the preparation of a report on the necessity, <br />cost effectiveness, and feasibility. <br />• Assist with preparation of proposed assessment role. <br />THE CITY OF ELK RIVER WILL: <br />• Assist in determining the proposed special assessment. <br />• Publish a notice in the newspaper prior to the <br />scheduled meeting and mail notice each affected <br />property owners. <br />• Approve and certify the final assessment roll, issue <br />obligations to finance the improvement and certify to <br />the county auditor the entire assessment roll. <br />This work includes preparation of a study report and assessment role for approximately 78 parcels, as well as <br />preparation and attendance at three meetings. It is anticipated this work effort will be completed prior to award of <br />the project. This work plan assumes the proposed assessments will be developed as part of a collaborative effort with <br />the City and other stakeholders, and reviewed by the City Attorney. It also assumes that those being assessed will <br />voluntarily agree to the assessments. <br />Any work related to responding to contested assessments, completing appraisals in relation to supporting the <br />assessments, or attending meetings or hearings related to contested assessments will be outside this scope of work.
