City Council Minutes Page 9 <br />June 6, 2005 <br />----------------------------- <br /> <br />Ms. Mehelich stated the only interest received for the gazebo was from Guardian Angels for <br />the roof of the gazebo. <br /> <br />MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY <br />COUNCILMEMBER FARBER TO GIFT THE GAZEBO TO GUARDIAN <br />ANGELS. MOTION CARRIED 4-0. <br />7.6. Northstar Business Park Feasibility Study <br /> <br />A. Resolution Accepting Feasibility Study and Ordering Public Hearing <br />B. Resolution Ordering Preparation/Specifications and Platting <br /> <br /> City Engineer Terry Maurer presented the feasibility study for the Northstar Business Park. <br />He stated the total costs for improvements to the Park are proposed at $1.3 million. He <br />stated the EDA would like to balance the need to have the Park versus the risk the city <br />would have to take of spending money without having prospects move into the site. He <br />stated the EDA recommended spending $250,000 for preparing plans and platting the <br />whole project, but only proceeding with construction of the underground utilities at this <br />time. <br /> <br />Director of Economic Development Catherine Mehelich stated that since the EDA meeting <br />there have been three new prospects for the Park. She reviewed the three prospects. She <br />stated that with these three prospects the Council and EDA may want to consider <br />completing the whole Business Park project. Ms. Mehelich stated this item will be before the <br />EDA and Council again within the next few months and hopefully the prospects will be <br />more firm. <br /> <br />MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER FARBER TO ADOPT RESOLUTION 05-62 RECEIVING <br />THE FEASIBILITY REPORT AND ORDERING A PUBLIC HEARING ON <br />THE IMPROVEMENT IN THE MATTER OF THE NORTHSTAR BUSINESS <br />PARK IMPROVEMENT OF 2005. MOTION CARRIED 4-0. <br /> <br /> MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY <br />COUNCILMEMBER GUMPHREY TO ADOPT RESOLUTION 05-63 <br />ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS AND <br />PLATTING IN THE MATTER OF THE NORTHSTAR BUSINESS PARK <br />IMPROVEMENT OF 2005. MOTION CARRIED 4-0. <br /> <br />C. Resolution for Business Development Public Infrastructure Grant Program <br /> <br /> Assistant Director of Economic Development Heidi Steinmetz stated grant funds are <br />available through the Department of Employment and Economic Development to assist <br />cities outside the metro area with public infrastructure projects for industrial parks. She <br />reviewed the grant guidelines. <br /> <br />Councilmember Dietz questioned if the city applied for the full amount would it be possible <br />they would receive a lesser amount. <br /> <br />Ms. Steinmetz and Ms. Mehelich stated the grants are based on a scoring system and <br />proceeded to explain how the scoring system worked. <br /> <br />
