City Council Minutes Page 9 June 6, 2005 ----------------------------- Ms. Mehelich stated the only interest received for the gazebo was from Guardian Angels for the roof of the gazebo. MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY COUNCILMEMBER FARBER TO GIFT THE GAZEBO TO GUARDIAN ANGELS. MOTION CARRIED 4-0. 7.6. Northstar Business Park Feasibility Study A. Resolution Accepting Feasibility Study and Ordering Public Hearing B. Resolution Ordering Preparation/Specifications and Platting City Engineer Terry Maurer presented the feasibility study for the Northstar Business Park. He stated the total costs for improvements to the Park are proposed at $1.3 million. He stated the EDA would like to balance the need to have the Park versus the risk the city would have to take of spending money without having prospects move into the site. He stated the EDA recommended spending $250,000 for preparing plans and platting the whole project, but only proceeding with construction of the underground utilities at this time. Director of Economic Development Catherine Mehelich stated that since the EDA meeting there have been three new prospects for the Park. She reviewed the three prospects. She stated that with these three prospects the Council and EDA may want to consider completing the whole Business Park project. Ms. Mehelich stated this item will be before the EDA and Council again within the next few months and hopefully the prospects will be more firm. MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY COUNCILMEMBER FARBER TO ADOPT RESOLUTION 05-62 RECEIVING THE FEASIBILITY REPORT AND ORDERING A PUBLIC HEARING ON THE IMPROVEMENT IN THE MATTER OF THE NORTHSTAR BUSINESS PARK IMPROVEMENT OF 2005. MOTION CARRIED 4-0. MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY COUNCILMEMBER GUMPHREY TO ADOPT RESOLUTION 05-63 ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS AND PLATTING IN THE MATTER OF THE NORTHSTAR BUSINESS PARK IMPROVEMENT OF 2005. MOTION CARRIED 4-0. C. Resolution for Business Development Public Infrastructure Grant Program Assistant Director of Economic Development Heidi Steinmetz stated grant funds are available through the Department of Employment and Economic Development to assist cities outside the metro area with public infrastructure projects for industrial parks. She reviewed the grant guidelines. Councilmember Dietz questioned if the city applied for the full amount would it be possible they would receive a lesser amount. Ms. Steinmetz and Ms. Mehelich stated the grants are based on a scoring system and proceeded to explain how the scoring system worked.
