City Council Minutes Page 8 <br />June 6, 2005 <br />----------------------------- <br />Robert Schafer, 519 Upland Avenue-Stated he is in favor of the sidewalk. He stated safety <br />concerns due to the amount of traffic and pedestrians using Upland Avenue. <br /> <br />Mayor Klinzing questioned if just the northern three property owners could have sidewalks <br />installed. Mr. Maurer stated the sidewalk would not serve a purpose as it would go nowhere. <br /> <br />Councilmember Dietz stated the sidewalk should go on all or none of the properties. <br /> <br />MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY <br />COUNCILMEMBER FARBER TO INCLUDE A SIDEWALK ALONG THE <br />WEST SIDE OF UPLAND AVENUE WITH THE 2005 STREET <br />RECONSTRUCTION PROJECT. MOTION CARRIED 4-0. <br /> <br /> Mr. Raivala asked if the sidewalk could be reduced in width. <br /> <br /> Mr. Maurer stated an issue with a smaller sidewalk is that if the city wanted to plow it they <br />would not be able to as the sidewalk plow would be too wide. <br /> <br />7.4. Discussion on Jackson Square Flag Pole and Gazebo <br /> <br /> Director of Economic Development Catherine Mehelich discussed the following options <br />available to relocate the flagpole from its current downtown location. <br /> <br /> <br />? <br />American Legion-Expressed interest in locating the flagpole in the VFW memorial <br />located in Mn/DOT right-of-way along Highway 10 or at the Legion Post. <br />Mn/DOT would allow the flagpole on the VFW memorial site if it will not fall into <br />the highway and create a liability. <br /> <br /> <br />? <br />City Park-The Parks and Recreation Commission was not interested in locating the <br />flag pole to any city park. The flagpole would be out of scale for the Downtown <br />Rivers Edge Park. <br /> <br /> <br />? <br />King Avenue Parking Lot-Would use up four much needed parking spaces. <br /> <br /> <br />? <br />School District-Would be interested in locating the flagpole at the district office but <br />at city expense. <br /> <br />Ms. Mehelich stated the HRA would like the flagpole to remain downtown and would not <br />be opposed to it being located in the King Avenue parking lot. She stated the HRA would <br />be willing to use some of their funds for the expense of relocating the flagpole in the <br />downtown area. <br /> <br />Councilmember Dietz stated he would like the flagpole to remain in the downtown. <br /> <br />Robert Kohler, representing the Legion-Stated the Legion would like the flagpole to remain <br />in the downtown area. He stated the Legion does not want to see it destroyed. <br /> <br />The Council concurred that the school district office would be a good location for the <br />flagpole and directed staff to contact the school district regarding the matter. <br /> <br />--------------------- <br /> <br />
