City Council Minutes Page 10 <br />June 6, 2005 <br />----------------------------- <br /> <br /> MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER FARBER TO ADOPT RESOLUTION 05-64 <br />AUTHORIZING AN APPLICATION TO THE BUSINESS DEVELOPMENT <br />PUBLIC INFRASTRUCTURE GRANT PROGRAM AND CERTIFYING THE <br />AVAILABILITY OF FUNDING FOR 50% OF THE PROJECT COSTS. MOTION <br />CARRIED 4-0. <br /> <br /> <br /> <br />8.1. Consider Pay Plan and Pay Rate Adjustments <br /> <br /> City Administrator Pat Klaers stated that the city is concerned that it may be out of <br />compliance with the state pay equity law. He provided a history of city comparable worth <br />issues over the past few years as outlined in his staff report. Mr. Klaers stated the Personnel <br />Committee is recommending a pay plan increase of 1.7%. Mr. Klaers stated he supports a <br />pay plan and a wage increase but believes the increase should be 1.98% in order to eliminate <br />any concerns regarding fairness and compliance with state law. <br /> <br /> MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY <br />COUNCILMEMBER FARBER TO ADJUST THE PAY PLAN BY 1.98% AND TO <br />PROVIDE A WAGE INCREASES OF 1.98%, OR HAVE EMPLOYEES GO TO <br />THE TOP OF THEIR PAY GRADE, WHICHEVER IS LESS, EFFECTIVE THE <br />FIRST FULL PAY PERIOD IN AUGUST TO ALL EMPLOYEES WITH THE <br />EXCEPTION OF THE HOUSING/BUILDING INSPECTORS. MOTION <br />CARRIED 4-0. <br /> <br />8.2. Consider Approval of MN State Retirement System for Patrol Union Post Employment <br />Health Savings <br /> <br /> Finance and Administrative Services Director Lori Johnson stated that the Patrol Union <br />contract requires that a Post Retirement Health Care Savings Plan be established for the <br />Union. <br /> <br /> Councilmember Dietz questioned if all city employees could access a post retirement plan. <br />Ms. Johnson stated that all employees must commit the same contribution to the plan and <br />that an employee committee is being formed to explore various employee contribution <br />options so the plan would be attractive to most employees. <br /> <br /> MOVED BY COUNCILMEMBER FARBER AND SECONDED BY <br />COUNCILMEMBER DIETZ TO ENTER INTO A HEALTH CARE SAVINGS <br />PLAN WITH THE MINNESOTA RETIREMENT SYSTEM FOR THE PATROL <br />UNION. MOTION CARRIED 4-0. <br /> <br />8.3. Parks and Recreation Update <br /> <br />A. Consider Amendment to 2005 Parks Capital Improvement Budget, to Assist Financially <br />with the Final Phase of Handke Stadium Renovation <br /> <br /> Director of Parks and Recreation Bill Maertz provided a history of the Handke Stadium <br />renovation. He stated the Parks and Recreation Commission is recommending the City <br /> <br />
