MOTION CARRIED
4-0.

B. Parks and Recreation Staff Update

Mr. Martz stated Lions Park would be a good location for providing teen programming. He
outlined some of the options staff has been considering.

Councilmember Dietz questioned if the teen programmer staff position would be full time.
He also stated the city is already giving money to the Boys & Girls Club for teen
programming and questioned the need for more programming in the same park. He
questioned if the teens that are hanging out just need to be supervised.

Mayor Klinzing questioned if staff has done a survey of the teens that hang out at Lions
Park Center.

Mr. Maertz stated City Recreation is looking at a different type of teen programming than
what the Boys & Girls Club currently offers. He stated the teens hanging out at Lions Park
Center have different interests then the teens at the Club. He stated this would be an
outreach type program whereby the teens would be attending structured programming
events such as rock climbing and snowboarding.

Mayor Klinzing stated she is opposed to establishing a teen center where kids can hang out
and would not want to see the current picnic area enclosed. She stated they are already
hanging out in the area because that is what they like to do. She stated if City Recreation
does anything, the programs need to be structured and supervised.

----------------------

Mr. Maertz stated the Parks and Recreation Commission is considering making a
recommendation to amend the Trail Master Plan to specify that separate trails be established
on certain roads within the city rather than creating wider shoulders on these roads. He
stated the Commission is recommending these changes due to safety issues, winter usage of
the trails, and aesthetics along the roads.

Mayor Klinzing stated the city is currently in negotiations to take back certain roads from
Sherburne County and is concerned about losing their cost participation.

Mr. Maertz stated the city engineer is working with the county on this issue.

8.4.
