Project Approach, Page 15 <br />Project Approach - Section 3 <br />Addenda. <br />Task 3 – Bid Opening <br />Coordinate and attend the bid opening. <br />Deliverables: Draft addenda if necessary. Prepare bid tabulation and award recommendation letter. <br />Phase 15 – Construction Administration and Inspection <br />Task 1 – Pre-Construction Conference <br />Coordinate and attend preconstruction conference. <br />Task 2 – Construction Administration <br />The Project Manager will be responsible to coordinate and administer the construction contract, interpret <br />the contract requirements and advise the City concerning the performance of the contractor. The Project <br />Manager in cooperation with the Construction Observers will review and certify contractor pay requests. <br />The Project Manager will conduct recurring visits to the site at a minimum each day that major contract <br />quantities are occurring. The Project Manager and Construction Observer will coordinate and keep the <br />City of Elk River informed of the status of the project. The Project Manager and Construction Observer <br />will also develop the schedule of materials testing. A construction period of 24 weeks is proposed. <br />Task 3 – Construction Observation <br />The Field Representatives will provide full time construction observation and keep the City informed of <br />progress through verbal communication and daily written reports. The Construction Observers will be <br />responsible for documentation of actual quantities and verification that construction materials and <br />methods are in accordance with the contract documents. Daily reports will include weather conditions, <br />summary of contractors work force, quantities completed, site correspondence and hours worked. A <br />construction period of 24 weeks is proposed. <br />Task 4 – Construction Staking <br />Offsets will be provided prior to beginning removals and reclamation. Utility, storm sewer and curb <br />stakes will be provided as necessary. <br />Task 5 – Substantial Completion Inspection <br />The Project Manager, Construction Observer and City representative will conduct the substantial <br />completion inspection of the project. Based on the inspection, a punchlist will be prepared and delivered <br />to the Contractor. <br />Task 6 – Acceptance Letter <br />Once the Contractor has completed all punchlist items to the satisfaction of the City and Project Manager, <br />an acceptance letter will be drafted for consideration by the City. <br />Task 7 – As-Built <br />Receive, review and assemble all as-built information onto the drawing and specifications. <br />Deliverables: Meeting minutes, daily construction observation reports, shop drawings, payment requests, <br />project closeout information, project punchlist, final acceptance letter, and electronic and hard copies of as
