Example <br />categories the decision matrix may include are: <br />Intersection operations (delay and LOS) <br />Satisfies access spacing requirements <br />Right-of-way impacts <br />Minimizes private property impacts <br />Cost <br />We will perform a traffic signal warrant analysis to evaluate if the volumes satisfy the requirements of the <br />MnMUTCD for the installation of a traffic signal at the major intersections listed in the RFP. <br />The findings of forecast analysis will be incorporated into a Traffic Engineering Analysis Report. The <br />conceptual layouts, cost estimates, and decision matrix will be included in the report. In addition, a <br />summary of the existing conditions analysis and traffic volume forecasting will be included so <br />documentation of all tasks are included in one report. <br />Intersection Control Evaluations (ICE’s) will be created for intersections requiring a change in <br />intersection control. We anticipate up to three ICE reports for this task. <br />Phase 8 – Environmental Site Assessment <br />Task 1 - Phase 1 Environmental Site Assessment <br />Conduct a Phase 1 Environmental Site Assessment of the project area. Coordinate this work with the <br />geotechnical consultant and obtain soil samples or borings near areas of known or suspected <br />contamination. Document in the report if conditions warrant a Phase 2 Environmental Site Assessment, <br />which would be an additional service. This work will be conducted by a sub-consultant. <br />Phase 9 - Geometric Layout <br />Task 1 - Geometric Layout <br />Prepare a level 1 geometric layout depicting the proposed improvements. Depict the proposed Yale Street <br />extension, the proposed Twin Lakes Road extension, and the proposed improvements to Highway 10. <br />Submit to City and MnDOT for review and approval. <br />Phase 10—Preliminary Design <br />Task 1 – Analysis of City Needs/Site Analysis <br />All pertinent existing information will be reviewed. We would propose at least one meeting with the City <br />to define the project and available resources. Meet with the City to define coordination activities, obtain <br />existing project information, review project delivery method and define special project requirements. <br />Task 2 - 30% Design Documents <br />Prepare preliminary design documents, including typical sections, alignments, profiles, preliminary <br />construction limits, and drainage design. Prepare an alignment plan and tabulation with roadway <br />centerline stationing, curve data, point numbers and control points. Depict in-place topographic survey,
