THE SQUARE FOOTAGE OF THE WALL SIGN NOT EXCEED 60 SQUARE <br />FEET. <br /> <br />COMMISSIONER FRANZ SECONDED THE MOTION. THE MOTION <br />CARRIED 7-0. <br /> <br />6.4. Request by Phoenix Enterprises for Conditional Use Permit - Addition to Northbound <br />Crossing Building and Billiard Facility Use. Public Hearing - Case No. CU 02-08 <br /> <br />Staff report by Michele McPherson. Phoenix Enterprises and Bruce Smith request a 17,547 <br />square foot addition to the existing 26,415 square foot Northbound Crossing building and to <br />allow a billiard hall. Goodwill and Sherwin Williams are located in the current building. Ms. <br />McPherson reviewed the issues associated with the addition, including parking and building <br />exterior materials. <br /> <br />Ms. McPherson explained that Bruce Smith proposes to lease 7,500 square feet of the <br />building for a billiard hall. Ms. McPherson discussed details of the proposal including <br />number of tables, food service, non-smoking policy, and curfew requirements for juveniles. <br />The hours of operation will be 11:00 a.m. -1:00 a.m. - Monday through Thursday; 11:00 <br />a.m. - 3:00 a.m. Fridays and Saturdays; and 12 noon to 12 midnight on Sunday. Staff <br />recommends approval of the requests with the conditions outlined in the staff report. <br /> <br />e <br /> <br />Chair Pederson asked if there was adequate lighting. Ms. McPherson stated that lighting will <br />be addressed when the building permit application is submitted. Chair Pederson asked if any <br />signage has been proposed. Ms. McPherson noted that a sign package has not been <br />submitted. <br /> <br />Commissioner Franz asked if screening of the dumpster would be addressed. Ms. <br />McPherson stated that this issue is addressed in the original planned unit development <br />(PUD) agreement. <br /> <br />Chair Pederson opened the public hearing. <br /> <br />Bruce Smith, 19360 Dodge Street, stated that he would be operating the billiard hall. He <br />eXplained that he is an avid pool player and his background is accounting and finance. He <br />stated that he has no problem with the Police Chief's recommendations. Mr. Smith <br />explained that he is not sure he will be able to keep the entire facility non-smoking for <br />financial reasons. He stated they have discussed using a non-suspended ceiling and air <br />exchangers if they decide to allow smoking. Mr. Smith stated that there are a number of <br />leagues in the area who would utilize the facility. <br /> <br />Commissioner Baker asked how the smoking area would be designated. Mr. Smith <br />explained that they would limit smoking to a few isolated tables. Commissioner Baker asked <br />if the building would b sprinklered. Mr. Smith stated that it would be sprinklered according <br />to building code. <br /> <br />e <br /> <br />Commissioner Mesich asked if background checks would be done for employees. Mr. Smith <br />stated that the employees would be all family members to start, and background checks <br />would be done for outside employees. <br />
