<br />Planning Commission Minutes <br />March 26, 2002 <br />Page 4 <br /> <br />e <br /> <br />COMMISSIONER FRANZ MOVED TO RECOMMEND DENIAL OF THE <br />REQUEST BY CUB FOODS FOR AN AMENDMENT TO THE ELK PARK <br />CENTER PUD AGREEMENT TO ALLOW A SECOND "CUB" SIGN, CASE NO. <br />CU 02-05, BASED ON THE FOLLOWING FINDINGS: <br /> <br />1. THE EXISTING SIGNAGE IS SUFFICIENT TO IDENTIFY THE STORE <br />AS CUB FOODS. <br />2. THE EXISTING SIGNAGE IS SUFFICIENT TO IDENTIFY THE <br />PHARMACY AND THE PHARMACY ENTRANCE. <br /> <br />COMMISSIONER MESICH SECONDED THE MOTION. THE MOTION <br />CARRIED 5-1. Commissioner Baker opposed. <br /> <br />6.3. Request by Checker Auto Parts/Universal Sign. Inc. for Amendment to a Conditional Use <br />Permit for Signage. Public Hearing - Case No. CU 02-10 <br /> <br />Staff report by Scott Harlicker. Checker Auto Parts, 508 Freeport Avenue, requests a <br />conditional use permit allow a second wall sign and to exceed 128 square feet of total sign <br />area. Mr. Harlicker noted that the proposed 4' x 30' (120 sq. ft.) sign would face Highway <br />169. Staff is in agreement that the second sign is needed, however, a 3' x 20' foot sign (60 <br />square feet) would be a reasonable size. <br /> <br />Commissioner Anderson asked if the other businesses in this area received the same <br />approval. Mr. Harlicker explained the area was developed in phases and that there are <br />different agreements for the various businesses. <br /> <br />e <br /> <br />Commissioner Ropp questioned if the trees along Highway 169 created a visibility issue. Mr. <br />Harlicker stated that there is a break in the trees where the proposed sign would be visible <br />from the south. <br /> <br />Chair Pederson opened the public hearing. <br /> <br />Steve Macohon, District Manager of Checker Auto, stated that the free-standing sign in <br />the front of the building is not required and they would prefer to have the additional signage <br />facing Highway 169. Mr. Macohon noted that the Marcus theater's signage is larger than <br />what they are proposing. <br /> <br />Commissioner Mesich asked if the applicant was willing to accept staff's recommendation of <br />a 60 square foot sign. Mr. Macohon stated that they would be willing to accept the reduced <br />slgnage. <br /> <br />Commissioner Franz asked if the front signage could be reduced. Mr. Macohon stated that <br />there would be no value in doing so. <br /> <br />Commissioner Baker stated he did not have a problem with the request. <br /> <br />There being no further public comment, Chair Pederson closed the public hearing. <br /> <br />e <br /> <br />COMMISSIONER MESICH MOVED TO RECOMMEND APPROVAL OF THE <br />REQUEST BY CHECKER AUTO PARTS FORA CONDITIONAL USE PERMIT <br />TO ALLOW A SECOND WALL SIGN AND TO EXCEED 128 SQUARE FEET OF <br />
