Request by Cub Foods/Universal Sign. Inc. for Amendment to the Elk Park Center PUD

Commissioner Anderson excused himself from discussion of this issue due to a conflict of
interest.

Staff report by Scott Harlicker. Cub Foods requests an amendment to the Elk Park Center
PUD Agreement to allow a second 5 foot x 11.9 foot "Cub" sign at 19216 Freeport Street.
Mr. Harlicker stated that staff feels that the second sign is excessive and reviewed the
findings for denial.

e

Commissioner Baker asked if the ordinance does not allow the additional signage. Mr.
Harlicker explained that signage for this site is regulated by the PUD agreement which does
not permit the additional signage, in this case. Mr. Beck, City Attorney, stated that additional
signage has been allowed in PUD outlots in the past.

Chair Pederson opened the public hearing.

Rich Walecho, representing the applicant, explained that the pharmacy drive-up sign was
not cited in the original expansion plans, but they have since been adding this feature to
many of their stores. He stated that they realized "after the fact" that additional signage
would be required.

There being no further public comment, Chair Pederson closed the public hearing.

Commissioner Baker stated that he felt the proposed "Cub" signage would seem to fit in the
space above the word "pharmacy". However, he stated, other stores such as Target do not
identify their pharmacy as "Target" pharmacy on the side of their building. Commissioner
Baker asked if staff felt the request would have been approved, if Cub had asked for the
signage when the expansion request was originally approved. Mr. Harlicker stated that in his
opinion, the signage is redundant.

Commissioner Franz stated that he concurred with staff's recommendation for denial, stated
that Cub already has more signage than would be allowed if the property were zoned
Highway Commercial.

Chair Pederson stated he also supported staff's recommendation and he would not have
supported the additional signage when the expansion request was originally approved.

e
