He stated that the developer has not taken <br />elevations of their basements. <br /> <br />Chair Mesich stated that the developer will be required to submit plans that show <br />all the water will be kept on the property. Mr. Maurer stated that prior to tonight's <br />meeting, he met with Mr. Randall and the developer's engineer, and Mr. Randall <br />expressed his concerns. The developer's engineer will be going out to the site to <br />"shoot" some of the lowest opening in Mr. Randall's development, and these <br />readings will incorporated into the storm sewer design. <br /> <br />Marly Glines, Dynamics Design & land Co., 555 3rd street, Elk River, stated that he <br />working the property owners to the north, Rich Kincannon and Dennis Chuba, <br />stated that MN/DOT has expressed their desire to see the right in-right out <br />Highway 10 access to their property removed. He stated that they are working <br />on a town home project for their site. He stated that their property is currently <br />zoned commercial and felt that it makes sense to rezone it to PUD. He stated <br />that they would like to work with the developer, S & Z Investments, to complete <br />the northern public street as soon as possible, in order for their property to be <br />rezoned. Mr. Harlicker noted that the property Mr. Glines is speaking of is not <br />currently in the Urban Service District. <br /> <br />. <br /> <br />Tom Warner, resident on 145'h Street, Big lake Township, expressed his concern <br />regarding the density of the project and lack of a buffer zone. He expressed his <br />opposition to the street connection to 183rd because of the traffic which would <br />be generated through his neighborhood. He also expressed his concern <br />regarding the wetlands. He stated that two years ago, water was backed all the <br />way up to his house from the wetland (over 100 acres). <br /> <br />Bruce Anderson, 18261 Yankton Street, asked if water and sewer was planned for <br />the Pinewood development area. Mr. Maurer stated no. Mr. Anderson asked if <br />there would be any impact from multiple wells. Chair Mesich stated that the lots <br />in the proposed development would be hooked up to city sewer and water. Mr. <br />Anderson asked if the residents could drill their own wells. Mr. Maurer stated that <br />would not be allowed. Mr. Anderson expressed his concern that future residents <br />along the south property line will be complaining about golf balls coming onto <br />their property. He did not feel Mr. Krause, the owner of the club, should be <br />forced to make changes to the course, or put up fencing or nets, since the <br />course was there first. <br /> <br />Rich Kincannon, 8478 Nashua Avenue, Otsego, stated he was present if the <br />Commission had any questions regarding his property. <br /> <br />There being no further public comment, Chair Mesich closed the public hearing. <br /> <br />. <br /> <br />Commissioner Pederson stated he liked the concept, but he had concerns <br />regarding the flooding issues discussed by the neighboring residents. Mr. Maurer <br />stated that the applicant must to submit a drainage plan that meets quality <br />control requirements, as well as "no net increase" in discharge from the 100-year <br />standards. If adequate ponding is shown, they will be required to add ponding <br />which will mean removing some units. Chair Mesich asked if Mr. Maurer was <br />aware of Waco Street being flooded. Mr. Maurer stated he did not recall Waco <br />Street ever being under water in this area. <br />
