<br />Planning Commission Minutes <br />February 27,2001 <br />Page 11 <br /> <br />. <br /> <br />George Sanford, S & Z Investments, explained that the development will consist of <br />a mix of multi-family and single family detached homes; 8- 12 unit multi-family <br />buildings and 48 detached single family units. The single family units will range in <br />price from $175,000 - $225,000 and the multi-family units start at $160,000. Mr. <br />Sanford stated that he was willing to work with staff on the green space to the <br />north, closer to the multi-family units. He noted that they plan to construct a <br />landscape berm to the east, west and south. Mr. Sanford displayed photographs <br />of similar housing units to those which would constructed in this development. <br /> <br />Commissioner Baker asked any amenities would be included in the park area. <br />Mr. Sanford stated that they would likely install some type of tot lot or playground. <br /> <br />Chair Mesich asked who would plow the private streets. Mr. Sanford stated that <br />the homeowners' association would be responsible for contracting the snow <br />removal. <br /> <br />Tim Sladek, Park and Recreation Commission representative, stated that the <br />Commission was concerned with density. The Commission also felt the <br />elimination of the 8 single family units would open up more green space. He <br />asked that the developer be required to install high quality playground <br />equipment, such as Earl F. Anderson products. <br /> <br />. <br /> <br />Commissioner Pederson stated he was in favor of the northern location for the <br />playground, since it is closer to the multi-family, and would likely be used more in <br />that location. <br /> <br />Kelly Barry, 14415 183rd Avenue NW, stated that he owns 1,700 feet of property <br />along the western boundary of the proposed plat. He expressed his concern for <br />the following issues: environmental issues regarding the wetlands, flooding, <br />impact on wildlife, tree cutting, and decreased property values. Mr. Barry stated <br />that the he felt the trees are a natural barrier for the noise from Highway 10. He <br />expressed his concern for privacy, and felt that people will be trespassing on his <br />property and dumping yard waste. He did not feel "No Trespassing" signs are an <br />option since they are unsightly and rarely stay up for more than a few weeks. He <br />also discussed concerns regarding trash, noise, dust, burning of trees, and <br />potential fuel spills when gassing construction equipment, or hydraulic fluids <br />getting into the wetlands. Mr. Barry stated that there is a culvert outlet that <br />constantly is flowing. He suggested that the roads not be connected until all the <br />phases are completed to keep traffic out. He asked that the Commission vote <br />"no" on this request in order to maintain the environment and the lifestyle of <br />people already living in this area. He stated that the wetland will be gone <br />forever. He asked if the flooding issue will be addressed and what the City will do <br />when they have residents asking them to put a drainpipe over to the Mississippi <br />River to keep them from being flooded. <br /> <br />Chair Mesich asked the City Engineer, Terry Maurer, if the City had a 100 year <br />flood elevation map for this area. Mr. Maurer stated that he just received the <br />drainage calculation this evening. <br /> <br />. <br /> <br />Tom Randall, 14508 183rd Avenue NW, adjoining land owner to the development, <br />expressed his opposition to the development based on the potential for flooding <br />
