<br />Planning Commission Minutes <br />February 27.2001 <br />Page 13 <br /> <br />. <br /> <br />Ms. McPherson stated that there are homes on the north side of Highway lOon <br />Waco on the Elk River which have flooded in the past. <br /> <br />Commissioner Pederson expressed his support for the park area near the multi- <br />family buildings. <br /> <br />Chair Mesich asked if the Commission supported a cul-de-sac at 183rd Avenue. <br />Mr. Maurer stated that if the street was cul-de-saced, another access would be <br />required onto Waco Street. Commissioner Pederson felt 183rd should be <br />connected. <br /> <br />Tom Warner felt there still is basically one road in and out of the plat. until the <br />northern access is added. He noted that when Big Lake requested the <br />connection back in 1993, this was a rural area. <br /> <br />Commissioner Schuster felt there should be more of a buffer for the properties to <br />the west and northeast. <br /> <br />Commissioner Baker also supported removing the 8 units for the park area to the <br />north. Chair Mesich agreed. <br /> <br />. <br /> <br />Chair Mesich asked if it was possible the elevations would show the area to be <br />un buildable. Mr. Maurer stated he doubted the whole area would be <br />un buildable and he felt the worst case would be that the city would ask for a <br />reduction in density to provide more ponding. Chair Mesich asked if the <br />engineer's staff would have time to review the drainage calculations before the <br />City Council meeting. Mr. Maurer stated that he typically does not receive the <br />drainage calculations until after the Planning Commission's review. He felt he <br />would have adequate time to review the plans and ask for additional information <br />before the Council meeting. <br /> <br />Chair Mesich asked if the developer has spoken with Mr. Krause. Mr. Sanford <br />stated that he has spoken with Mr. Krause. He anticipates that the golf ball issue <br />will be addressed in the covenants and there may be a slight change in the t-box <br />for that hole, if anything. <br /> <br />COMMISSIONER CHAMBERS MOVED TO RECOMMEND APPROVAL OF THE REQUEST <br />BY S & Z INVESTMENTS FOR REZONING FROM R1 C TO PUD, CASE NO. ZC 01-02. <br />COMMISSIONER PEDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />COMMISSIONER CHAMBERS MOVED TO RECOMMEND APPROVAL OF THE REQUEST <br />BY S & Z INVESTMENTS FOR PRELIMINARY PLAT OF WEST OAKS, CASE NO. P 01-03, <br />WITH THE FOLLOWING CHANGE TO CONDITION #4: <br /> <br />THE OPEN SPACE INSIDE THE LOOP BE ENLARGED BY ELIMINATING 8 MULTi-FAMILY <br />UNITS. <br /> <br />. <br /> <br />COMMISSIONER PEDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-2. <br />Chair Mesich and Commissioner Baker opposed. Chair Mesich stated that he is <br />opposed to the density and the elevations for the proposed units shown by the <br />developer. <br />
