CU 01-10, WITH THE <br />FOLLOWING CONDITIONS: <br /> <br />1. IF THE APPLICANT DESIRES TO LOCATED THE MONUMENT SIGN AS PROPOSED, <br />THEY WILL HAVE TO PROVIDE WRITTEN AUTHORIZATION FROM ANOKA ELECTRIC <br />AND THE CITY REGARDING THE LOCATION OF THE FREE-STANDING SIGN. <br /> <br />2. WALL SIGNS SHALL BE IN CONFORMANCE WITH THE ELK RIVER RETAIL CENTER <br />PUD AND THE CITY OF ELK RIVER SIGN ORDINANCE. <br /> <br />3. ALL TRASH WILL BE STORED INSIDE THE BUILDING. <br /> <br />4. NO OUTSIDE STORAGE OF AUTO PARTS, CARS UNDER REPAIR, PALLETS OR OTHER <br />PACKAGING MATERIAL, OR GOODS IS ALLOWED. <br /> <br />5. THE LANDSCAPE PLAN WILL BE REVISED TO COMPLY WITH THE LANDSCAPE <br />ORDINANCE, AND IF THE TOTAL NUMBER OF TREES REQUIRED CAN NOT BE <br />ACCOMMODATED ON SITE, AN ALTERNATIVE WILL BE WORKED OUT WITH THE <br />CITY. <br /> <br />6. ALL COMMENTS IN THE IN THE CITY ENGINEER'S MEMO SHALL BE ADDRESSED. <br /> <br />7. PARKING LOT LIGHTING SHALL MATCH THE EXISTING LIGHTING FOUND AT <br />PERKINS AND COUNTRY INN SUITES. <br /> <br />8. THE PRINCIPLE EXTERIOR COLOR OF THE BUILDING SHALL BE BROWN AND/OR <br />TAN AND THE MATERIAL USED SHALL BE INTEGRALLY COLORED. <br /> <br />9. A SHARED PARKING AGREEMENT SHALL BE RECORDED BETWEEN THE DEVELOPER <br />AND COUNTRY INN SUITE FOR 5 SPACES. <br /> <br />COMMISSIONER JOHNSON SECONDED THE MOTION. Request by S & Z Investments for Conditional Use Permit for Site Plan of Townhouse <br />Develooment (West Oaks), Public Hearing - Case No. CU 01-07 <br /> <br />Staff report by Scott Harlicker. S & Z Investments is requesting a rezoning, <br />preliminary plat, and conditional use permit for a 178 unit town home <br />development for 38 acres located south of Highway 10, west of Waco Street and <br />north of the Pinewood Golf Course. Mr. Harlicker reviewed issues associated with <br />existing conditions, density, layout of the streets and lots, wetlands, tree <br />preservation, park dedication, landscaping, development signage and phasing <br />of the project. Staff recommends approval of the zone change, preliminary plat <br />and conditional use permit with the conditions listed in the staff report. <br /> <br />Chair Mesich opened the public hearing. <br />
