Ms. McPherson noted that the area along the south <br />side of the plat is seasonally wet and the trail there is proposed to be a mown <br />trail, with no pavement or wood chips. The path near the north property line will <br />be either wood chips or limestone. <br /> <br />Ms. McPherson explained that the Park and Recreation Commission <br />recommended a cash park dedication and that they recommended requiring <br />the developer to grant a trail access easement on the 40-acre set aside parcel. <br />(Outlot C) which would only be used if a regional recreational facility were <br />developed adjacent to it. Staff recommends approval of the request with the 18 <br />conditions outlined in the staff report. <br /> <br />Commissioner Chambers felt there might be potential problems having public <br />access on private property. Ms. McPherson stated that if that is a concern for the <br />Commissioners, it should be included in their recommendation to the City <br />Council. <br /> <br />Commissioner Pederson asked if Condition #6 is needed, if the developer is <br />installing the streetlights. Ms. McPherson stated that there would be a need for a <br />streetlight on Jarvis and one on 226th Avenue. <br /> <br />Chair Mesich opened the public hearing. <br /> <br />John Bogart of Bogart, Peterson and Associates, representing the developer, <br />allowing public use of the trails. He stated that they would be happy to work with <br />staff to develop the trails so that the public could use them. <br /> <br />Chair Mesich asked the developer to explain the architectural theme they are <br />proposing. Rod Dragsten, developer for the project, explained that the details of <br />the theme have not yet been worked out. but included are yard lights at the <br />property front setback, use of natural building materials, roof designs, front <br />porches, and side-loaded garages on the larger lots. They are also proposing to <br />install white split rail fencing along Jarvis to the north and south and around the <br />barn. <br /> <br />Chair Mesich asked what style of barn was on the property. Mr. Dragsten stated <br />that the barn was white with brick on the front and had a mansard roof. He <br />stated that the barn currently needs paint and a new roof. and that it will be <br />owned and maintained by the homeowner's association. <br /> <br />Commissioner Chambers asked what type of material would be used on the trails <br />located on the high ground. Mr. Dragsten stated that they will probably use a <br />crushed limestone. <br /> <br />Chair Mesich asked if there would be sidewalk off Jarvis to the trails, since the <br />developer was asking for a density bonus for the public use of trails. John Bogart <br />stated that a sidewalk could be included. Chair Mesich stated he could not <br />approve the density bonus without a sidewalk access. <br />
