<br />Planning Commission Minutes <br />April 25, 2000 <br />Page 7 <br /> <br />. <br /> <br />Mr. Dragsten stated that he feels they can address all the city engineer's <br />concerns regarding the wetlands. He stated that they will work with staff <br />regarding placement of the homes on the lots. <br /> <br />Commissioner Mesich asked that the developer identify which lots will have side- <br />load garages and front porches. <br /> <br />Commissioner Kuester requested that the minutes reflect the basis for allowing <br />density bonuses for this development as follows: <br /> <br />o Creating an endowment for the land trust or homeowner's association for the <br />maintenance of the conservation easement; <br />o Increasing the preserved open space to 60 percent <br />o Reusing a structure from the existing farmstead <br />o Creating an architectural theme <br /> <br />Greg Lindgren, 22851 Jarvis Street, stated that he attended a meeting regarding <br />Burns Township sharing the cost with the City to blacktop Jarvis Street last year. <br />He explained that they are still working with Phil Hals. Mr. Lingren stated that he <br />was told it would cost the homeowners on Jarvis approximately $10,000 to pave <br />the street. He felt that the additional 29 potential homeowners in this new <br />development should be required to pay, as well, since they will be generating <br />significantly more traffic. Mr. Lindgren noted that a residential development is <br />going in to the north in Livonia Township and these people will also be using <br />Jarvis. He asked that the city consider constructing more than a 5 ton road. <br /> <br />. <br /> <br />Glen Westphal, 23450 Verolite, Ramsey, adjacent property owner, expressed his <br />concern that the northern trail is shown too close to his property. He asked that <br />the city require the developer to fence the property and clearly mark the trails. <br />He asked if the trails were public in the 40 acre set aside parcel, would there be <br />road access. Mr. Westphal stated that he was concerned about liability if <br />children were playing on his property and making tree forts. Mr. Westphal also <br />expressed concern regarding his privacy with the trail being so close to his <br />property. <br /> <br />Ms. McPherson explained that the trails would be open to the public only if a <br />large park is developed adjacent to the large open space. <br /> <br />Rod Dragsten that he did not feel there would be a problem with people going <br />onto Mr. Westphal's property, when the residents would have 60 acres of open <br />space of their own. <br /> <br />Mr. Westphal asked who would own the open space. Mr. Dragsten explained <br />that the homeowners association would own the property. He noted that the trail <br />indicated on the plan to the south was actually an existing trail which may have <br />been an old logging path. <br /> <br />. <br /> <br />Mr. Westphal again asked that the developer be required to fence the property. <br />Chair Mesich stated that it is not likely the city is going to require every <br />development to be fenced. Mr. Westphal asked if the existing fence will remain <br />or will it be taken down. Mr. Dragsten stated that they do not intend to take <br />down the fence and it could be left, if that is what Mr. Westphal wants. <br />
