Ms. McPherson stated she did not see an issue <br />with parking and recommended approval of the request with the conditions <br />noted in the staff. She recommended adding a fourth condition to address <br />signage. <br /> <br />Chair Mesich opened the public hearing. <br /> <br />Marybeth Dunn, 19388 Oxford Avenue, applicant, stated that she would comply <br />with the four conditions recommended by staff. She explained that she has a <br />verbal agreement with the neighboring property owner to lease property for the <br />outdoor play area, pending insurance coverage. <br /> <br />Chair Mesich asked Ms. Dunn what type of signage she would be requesting. Ms. <br />Dunn explained that she would like to place a sign in the back of the church to <br />identify the entrance to the school. <br /> <br />There being no further comments from the public, Chair Mesich closed the public <br />hearing. <br /> <br />COMMISSIONER PEDERSON MOVED TO RECOMMEND APPROVAL OF THE REQUEST <br />BY MARYBETH DUNN TO OPERATE A MONTESSORI KINDERGARTEN, PRE-SCHOOL <br />AND DA YCARE AT THE UNION CONGREGATIONAL CHURCH, 1118 4TH STREET, CASE <br />NO. CU 00-14, WITH THE FOLLOWING CONDITIONS: <br /> <br />. <br /> <br />1. THE APPLICANT SHALL RECEIVE A LICENSE FROM THE STATE OF MINNESOTA <br />PRIOR TO COMMENCEMENT OF THE SCHOOL. <br />2. Public Hearina Case No. <br />CU 00-9 <br /> <br />5.3. <br /> <br />. <br /> <br />Staff report by Steve Rohlf. Ryan Contracting, Co., on behalf of the property <br />owner, Matt Fisher of Fisher Sand & Aggregate, is requesting a conditional use <br />permit to mine nonmetallic material from the Vandenberg property. The area <br />proposed to be disturbed by the mining is estimated to be 12.5 acres. The <br />applicant proposes to remove approximately 150,000 cubic yards of fill from the <br />site. Mr. Rohlf distributed revised plans and staff memo to the Commissioners. He <br />indicated that in his original memo, he recommended denial of the request. but <br />he has since received the information required to recommend approval. Mr. <br />Rohlf explained that the mining operation is intended to be short term and that if <br />it was being requested for a longer period of time, the applicant would have <br />been required to go through the required licensing and permitting process.
