<br />. <br /> <br />. <br /> <br />. <br /> <br />Planning Commission Minutes <br />April 25. 2000 <br />Page 3 <br /> <br />Mesich felt there would be a safety problem with any other tenant as well, since <br />the excess width of the driveway allows all types of erratic traffic movements. Ms. <br />McPherson felt that staff could work with the property owner to address this issue. <br /> <br />In response to a question by Commissioner Baker, Ms. McPherson explained <br />where the play area is proposed to be located. She also explained that other <br />tenants in the building include a printing shop, credit union, and an office for a <br />local developer. Commissioner Baker expressed his concern for the traffic <br />generated by these other uses. <br /> <br />Commissioner Kuester asked if there would be school bus traffic to and from the <br />site. Ms. Szews indicated that buses will be picking up children waiting in a <br />designated pickup lane located 9 feet from the building, and will be supervised <br />whenever children are present. <br /> <br />Commissioner Baker asked how the walkway to the play area will be marked. Ms. <br />Szews stated that a lane will be striped in yellow paint, and signage will be <br />posted. <br /> <br />Commissioner Kuester asked if there would be any type of physical separation <br />between the walkway and the parking lot. Ms. Szews explained that there will be <br />an eight inch high block curb. <br /> <br />Chair Mesich asked if there was proper outdoor lighting. The property owner, Mr. <br />Barsody, stated that there was lighting on the outside of the building, and also <br />lighting in the parking lot. <br /> <br />Commissioner Pederson asked if there would be enough room to relocate the lost <br />parking stalls. Ms. McPherson stated that there should be adequate room. <br /> <br />COMMISSIONER CHAMBERS MOVED TO RECOMMEND APPROVAL OF THE REQUEST <br />BY VICKI SZEWS FOR A CONDITIONAL USE PERMIT TO OPERATE A MONTESSORI <br />SCHOOL AT 555 RAILROAD DRIVE, PUBLIC HEARING CASE NO. CU 00-13, WITH THE <br />FOLLOWING CONDITIONS: <br /> <br />1. THE REQUIREMENTS OF THE CHIEF BUILDING OFFICIAL SHALL BE MET. <br />2. THE APPLICANT SHALL RECEIVE A LICENSE FROM THE STATE OF MINNESOTA <br />PRIOR TO COMMENCING OPERATION. <br />3. SIGNAGE SHALL COMPLY WITH THE SIGN ORDINANCE. <br />4. PROPERTY OWNER WILL DECREASE DRIVEWAY WIDTH TO CONFORM TO CITY <br />CODE, LOCATE THE DRIVEWAY ACCESS AS FAR AWAY FROM THE BUILDING AS <br />POSSIBLE, AND THE PROPERTY SHALL BE CLEARLY MARKED WITH APPROPRIATE <br />SAFETY SIGNAGE AS DETERMINED BY CITY STAFF. <br /> <br />COMMISSIONER PEDERSON SECONDED THE MOTION.
