Inthe <br />response receivedfromResCare theystatedthattheirfacilitywouldacceptlevel1andlevel2registered <br />sexoffendersif theybelieve theperson wouldbenefit fromtheprogramandhavea history of <br />functioning wellinthecommunity. ResCarestates that theywillnot acceptalevel3sex offender. <br />There arethree levelsofregistration forsex offenders. Theindividual’slevelisrelatedtotheirlikelihood <br />tore-offend andisestablishedaftercompletionofariskassessment. Theriskassessment iscompleted <br />priorto theirrelease intothegeneralpublic. Additionally, asexoffenderthatisadmitted intoanIRTS <br />facility, likethe oneproposed byResCare, willalsoneedtohaveadiagnosedmentalhealthcondition that <br />meets thecriteriaforcareatthelocation. <br />LevelIoffendershave ariskassessmentscorethatindicatesalowriskofre-offense. <br />LevelIIoffendershaveariskassessmentscorethat indicatesamoderate riskofre-offense. <br />LevelIIIoffendershaveariskassessmentscorethat indicatesahigh riskofre-offense. <br />Alllevelsmust registerwiththeElkRiverPD, butonlylevel3 offenderstriggerapublic meeting. <br />Locations andidentitiesoflevel1and2offenders are notmade public. Inthe timethepolice chief has <br />beenwiththecitytherehasbeentwolevel3offendersmovetoElkRiver, neitherofwhicharestill <br />locatedhere.
