Discuss Well in Trout Brook Estates <br /> <br />Director of Planning, Michele McPherson provided an update to the Commission regarding <br />the overall development. The Planning Commission recommended approval of the <br />proposed plat to the City Council at its June 22, 2004 meeting. As part of the staff <br />recommendation to the Planning Commission, the extension of Becker Trail (188th Lane) to <br />the eastern edge of the plat was included as a condition. The pwpose of this extension is to <br />provide alternative transportation connections and elimination of isolated neighborhoods in <br />Eastern Elk River. The applicant has submitted a revised plat showing the extension but <br />also proposing additional lots along the north side of the road, which was not part of staff's <br />intention for the road extension. <br /> <br />As originally proposed, the total land dedication for Outlot I was 9.09 acres. With the road <br />and the proposed lots, the total area of eligible land is reduced to 5.59 acres. If the Council <br />elects not to extend the road, the park dedication will return to the original proposal. <br /> <br />Bryan Adams, Municipal Utilities General Manager, was present to discuss putting a well in <br />Outlot 1. Mr. Adams shared that a new well is required for every 700 residential units <br />proposed within the Urban Service District. Mr. Adams identified three potential well sites <br />in the Trout Brook Estates development to the Commission. Two of the potential sites are <br />located in the proposed park area. <br /> <br />Option 1 - Between outlot K and Wetland 7 <br />Option 2 - Any 2 adjacent lots north of 188th Circle between Lots 1 and 15. <br />Option 3 - Area around Lot 1 south of 188th Circle <br /> <br />Commissioner Anderson would like to see the well be placed in lot 8 and 9 if they choose <br />Option #2. <br /> <br />Commissioner Kuester asked Mr. Adams to explain the process of deciding where a well is <br />needed. <br /> <br />The Commission would like to see the well placed in the area of Option # 1 and is open to <br />the Utilities coming back to the Commission if they are unable to place the well there. <br /> <br />9.BA. Discuss Park Dedication for Downtown Revitalization Proiect <br /> <br />Director of Planning, Michele McPherson shared that the City has now entered the <br />development agreement phase with Metro Plains, the developer, and is working towards <br />establishing the Tax Increment Financing District and Plan. <br /> <br />The developer would like to work with the City on developing the River's Edge Green Space <br />and a portion of the river walk. The developer has requested that the terms of the <br />development agreement include a provision that all park dedication monies relating to this <br />project will be utilized in the development of the River's Edge Green Space and the river <br />walk. The developer has also requested an opportunity to discuss a partial cash and land <br />dedication when the time is appropriate. <br /> <br />Commissioner Anderson stated he would like to see some of the money go towards a new <br />sign and native landscaping at the entrance to downtown. <br />
