P 04-09. River Park <br /> <br />Director of Planning, Michele McPherson provided an overview of the walking tour to the <br />Commission. The consensus of those visiting the site was that it is a very good quality forest <br />and that there are very nice overlooks from the forest to the meadow area within the <br />overhead power line corridor. <br /> <br />Ms. McPherson provided a copy of the revised site plan drawings for the River Park <br />development. The applicant eliminated much of the coving concept and went to a <br />development with some curvilinear streets close to a grid pattern. In the revised plan only 3 <br />acres of the 11-acre forest will remain once grading is completed. Ms. McPherson shared <br />that the applicant indicated that they are willing to dedicate a portion of the treed area for <br />park purposes without requesting dedication credit. <br /> <br />MOVED BY COMMISSIONER KUESTER AND SECONDED BY <br />COMMISSIONER NYSTROM TO ACCEPT 3-ACRES OF FOREST OF NON <br />PARK DEDICATION AND REQUEST ADDITIONAL ACRES TO MAKE IT A <br />TOTAL OF 8-ACRES OF FOREST. MOTION CARRIED 6-0 Commissioner <br />Anderson abstained. <br /> <br />Commissioner Anderson stated that as part of the PUD, the developer should preserve the <br />forest as an amenity to the neighborhood without requiring it as park dedication. <br /> <br />Consider Park Dedication AS 04-17 - Elk River Subdivision <br /> <br />Planner/Park Planner, Chris Leeseberg presented the preliminary plat request by TLM Land <br />Holdings. The applicant is proposing a 28 lot single family development on a 14-acre parcel <br />that will be accessed from County Road 12 on the north and from the Elk Meadow /Kliever <br />Lake Fields subdivision from the east. There is dedicated land in Kliever Lake Fields for a <br />park that could be utilized for both athletic fields as well as for a playground structure that <br />would serve this new neighborhood. The site is outside of any park target area, and is <br />located near an existing park. Staff suggests that cash be collected for park dedication for 28 <br />lots. <br /> <br />Commissioner Anderson asked if there were trail right away concerns by County Road 12. <br /> <br />Ms. McPherson shared that west of the subdivision they have enough right away for a <br />detached trail to Kliever Lake Fields. <br /> <br />MOVED BY COMMISSIONER NYSTROM AND SECONDED BY <br />COMMISSIONER ANDERSON TO ACCEPT THE STAFF <br />RECOMMENDATION TO RECOMMEND TO THE CITY COUNCIL CASH <br />DEDICATION FOR 28 LOTS. MOTION CARRIED 7-0. <br />
