<br />. <br /> <br />. <br /> <br />. <br /> <br />Parks & Recreation Commission Minutes <br />June 9, 2004 <br /> <br />Page 3 <br /> <br />Director of Planning, Michele McPherson presented to the Commission the prelimiruuy plat <br />for River Park, a 700-unit mixed residential development that was discussed at the May <br />Commission meeting. <br /> <br />Ms. McPherson stated that she had forwarded the Commission's comments from the May <br />meeting, requesting that the applicant eliminate the five residential dwellings from Park Area <br /># 2 and also eliminate the detention pond located in Park Area # 1. In addition, Ms. <br />McPherson shared information regarding the type of trees located in the wooded area on the <br />site. The applicant's consultant has identified oak and bitternut hickory on the site, although <br />the northerly portion of the wooded area has a small oak wilt infestation with prickly ash and <br />buckthorn in the understory. Ms. McPherson stated that a portion of the trees are in good <br />condition and have predominantly native woodland flowers underneath. <br /> <br />Ms. McPherson was looking for direction regarding park dedication for the plat. <br /> <br />Commissioner Anderson and Kuester agreed that they need to go out on a tour of the site. <br /> <br />After the discussion, the Commission would like to maintain the park areas that they <br />previously identified, with Park Area # 1 consisting of 4.5 to 5 acres, and park Area # 2 five <br />acres in size. The Commission would look at the grading plans on the slopes and utilize <br />oudots as connections. The Commission would like to schedule a tour of the land. <br /> <br />9.B.2. <br /> <br />Consider Park Dedication P 04-11 - Carson Business Park <br /> <br />Director of Planning, Michele McPherson stated that the parcel located at the southwest <br />comer of Highway 169 and Main Street is proposed to be subdivided. The property is <br />predominantly vacant; however there is an existing structure on it that was previously Dr. <br />Johnson's Chiropractic office. Also located on the site is a wedand and a billboard. The <br />applicant is proposing to create two lots within the plat; one for a detention pond and <br />relocation of the billboard; the second for two multi-tenant commercial buildings. <br /> <br />There are no park target areas adjacent to or within the vicinity of the subject parcel. Staff <br />recommends cash dedication of $4,500 per acre for a total of $47,385 (2004 rate). <br /> <br />MOVED BY COMMISSIONER ANDERSON AND SECONDED BY <br />COMMISSIONER POLSTON-HORK TO ACCEPT STAFF'S <br />RECOMMENDATION TO RECOMMEND TO THE CITY COUNCIL CASH <br />DEDICATION FOR THE PLAT OF CARSON BUSINESS PARK. MOTION <br />CARRIED 7-0. <br /> <br />9.B.3. Consider Park Dedication. Administrative Subdivision P04-12 Robert Bonin <br /> <br />Director of Planning, Michele McPherson stated the subject property is comprised of 40 <br />acres. Located on the property is a portion of County Ditch #1, a large wedand complex <br />and trees. Ms. McPherson shared that this site is currendy vacant. Ms. McPherson stated <br />that the applicant is proposing to create a 10-acre parcel in order to create a buildable lot. <br />The applicant has submitted a simple plat that is dedicating the appropriate amount of right- <br />of-way as required by the City and the County. <br />
