<br />Park & Recreation Commission Minutes <br />August 14,2002 <br />Page 5 <br /> <br />e <br /> <br />Steve Ach, Centex Homes, stated that, based on the demographics they have received from <br />similar developments, these type of developments do not warrant the need for playgronnd <br />amenities. He explained that the majority of people interested in this development would be <br />singles, couples, first time homebuyers, and seniors downsizing. <br /> <br />The Commission recommendation in 2001 for the original Elk River Station concept was to <br />accept 2.97 acres of land with no credit, $384,980 in cash dedication, and to negotiate the <br />shared maintenance of the various sites. Currently, the Commission could accept up to 6.5 <br />acres of land. <br /> <br />The developers only asked the Commission for direction and so no decision was required. <br />The Commission's consensus was to accept cash dedication. The applicants will submit a <br />formal application and return before the Commission in September. <br /> <br />9.BA. West Oaks. Revised <br /> <br />Ms. McPherson stated that the developer is revising the plat of West Oaks and that he would <br />like some direction from the Commission regarding park dedication requirements prior to <br />submitting a formal application. The approximately 35-acre property is located west of Waco <br />Street and north of the Pinewood Golf Course. The original plat was mixed residential <br />which included single-family detached, back-to-back, and row townhomes. The City Conncil <br />denied the rezoning of the property in May of 2001. The developer is considering revising <br />the project to include traditional single-family detached homes and some type of townhome. <br /> <br />e <br /> <br />The original recommendation from the Commission was for the developer to pay cash and <br />provide space for a private recreational facility within the development but now the <br />Commission has three options: <br /> <br />(1) a land dedication totaling 3.5 acres could be requested; <br />(2) the dedication could be requested entirely in cash but there would be no <br />neighborhood recreational facilities within 1 1,4 miles. The closest recreational <br />facilities would be Lake Orono and Conntly Crossing Park; <br />(3) partial land and cash could be requested <br /> <br />Staff suggests that a neighborhood park is needed as the vacant land to the east will be <br />developed for business park purposes and the distance to the adjacent park facilities is 1.25 <br />miles. Staff is recommending that the Commission accept 1.25-1.5 acres of land for park <br />dedication with the remaining 50 percent in cash, which will provide funds to build park <br />amenities within the park. <br /> <br />George Sanford, S&Z Investments, reviewed the revised plat with the Commission. He <br />stated that the development will be reduced to approximately 130-150 lots. Mr. Sanford <br />asked the Commission for input on how much land they wanted and where they wanted it <br />prior to creating a revised plan. <br /> <br />The Commission's recommendation was for at least partial land dedication. The park must <br />be reasonably sized to serve the entire development and must be centrally located. <br /> <br />e <br />
