Park & Recreation Commission Minutes
August 14,2002
Page 6

e

9.G

Park/Trail Development Issues

9.G1. Well Site Discussion

Bryan Adams, Elk River Municipal Utilities Manager, was in attendance to discuss the need
for additional well sites for the city's future water needs. He stated that he would like to
begin discussions with the Commission regarding the possibility of having well sites at the
Grace Assembly of God property and on Outlot K of Trott Brook Farm. Mr. Adams would
like to secure the sites now and build the wells as needed.

Mr. Adams explained that wells and parks go really well together because there are no
buildings to contaminate the water. About one acre of land is required to put a well on and
there will be no buildings required. The Municipal Utilities will not need daily access to the
well sites, they will be checked about once a month. Mr. Adams stated that the wells can be
placed most anywhere on the park property. Mr. Adams would like to work on securing the
Grace Assembly of God property first.

The consensus of the Commission was that having a portion of these properties secured for
future well sites is acceptable. The Commission directed Mr. Adams to work with staff to set
up some plans and possibly purchase/lease agreements.

e

9.G2. Snowmobile/ A TV Regulation Recommendation

Ms. McPherson reviewed the draft snowmobile/ A TV memo that staff will be submitted to
the Mayor and Council on August 19, 2002. The Commission discussed the memo and two
adjustments were made.

Steve Reif, a member of the Snowmobile Club, spoke on behalf of the club. He outlined a
few of the issues and changes that the club would like to see before the regulations go to the
Mayor and Council.

The consensus of the Commission was that they wanted to let the Mayor and City Council
provide direction on the snowmobile and A TV issue based on the issues outlined in the
memo that Ms. McPherson presented.

10.
