COMMISSIONER SLADEK SECONDED mE MOTION. THE <br />MOTION CARRIED 7-0. <br /> <br />After some discussion, it was decided that the park use fee issue would be revisited at the <br />September meeting after staff gathers additional information on the issue. <br /> <br />(Commissioner Anderson stepped out.) <br /> <br />9A. Community Events: None <br /> <br />9.B. Land Use Cases <br /> <br />9.B.1. Administrative Subdivision AS 02-08: Richard LeFavor <br /> <br />e <br /> <br />The subject property is located west of Monroe Street and north of County Road 21 in the <br />northeast part of the City. The 70-acre site is currently vacant and includes a nine-acre open <br />water wedand, open fields and some trees. Trott Brook flows through the wedand. The City <br />previously was in negotiation with Mr. LeFavor to purchase this property but an amicable <br />price could not be determined and so the applicant has decided to split the property into two <br />buildable sites. Parcel A will be 24.71 acres and Parcel B will be 45.19 acres. The site will <br />share one driveway from Monroe Street. <br /> <br />The site is outside of any park service area and not adjacent to any identified park facilities. <br />The Commission could recommend up to 7 acres (or 10 percent of the land area) but staff is <br />recommending cash dedication for two lots as a more appropriate alternative for park <br />dedication. <br /> <br />COMMISSIONER POLSTON-HORKMOVED TO ACCEPT CASH <br />DEDICATION FOR TWO LOTS. COMMISSIONER BRIGGS SECONDED THE <br />MOTION. mE MOTION CARRIED 6-0. <br /> <br />9.B.2. Preliminary Plat P 02-18: Windsor Oaks <br /> <br />The subject property is located west of Ogden Street, north of the Burlington Northern <br />railroad tracks and extends west to the Troy Street alignment. The property is comprised of <br />open fields, wetlands, and treed areas. The proposed plat would consist of 33 lots on 62.28 <br />acres utilizing the cluster provisions of the Subdivision Ordinance. One lot is included in the <br />plat as a replat of an existing lot on Ogden Street, which will provide access to the <br />subdivision via Street A. Street A will extend westerly to the west edge of the plat to provide <br />access to an additional 175 acres to the west which could be subdivided in the future. <br /> <br />(Commissioner Anderson returned) <br /> <br />e <br /> <br />The applicant is proposing a 2.84-acre park in the northwest comer of the subdivision. If <br />this 2.84-acre park is accepted the cash remainder would total $22,668.00 at the current rate. <br />If the Commission chose to accept total cash dedication, the total at the current rate would <br />
